Education, relating to every family and the whole nation’s future, is the foundation of China’s revatilization. Promoting equity of education is the embodiment of our party’s ruling concept and the important move of social justice. And the constant perfection of the financial aiding system to the poor students can achieve so effectively. Nowadays the relative perfect financial aiding system including the national scholarship, the national encouragement scholarship, the tuiation assistance, the state educational loan, the work-study programme, the financial difficulties allowance, and the tuition wavier has been established in universities.The financial aiding system in universities is a very good moral education resource. We are expected to bring its moral educational function into full play to give rise to the effectiveness of ideological and political education for the undergraduates. For years, the government at all levels tries hard to increase greatly the financial investment in it and gets more undergraduates aided, which guarantees the enrollment and graduation of the poor students, welcomed by the mass and get good result. Meanwhile our country does more to give financial encouragment to the students who are excellent in character and learning for purpose of inspiring the them to study hard, to be progressive and to develop themslves in an all-around way.To develop the moral resource of the financial aiding system in unviersities, we need to carry out the system correctly and infiltrate the huaman care to the students. Being just fair and open is a must in doing the work. The dissertation consites of six part.The introductory part begins with social background and existing problems of the research on the moral function of the financial aiding system and analizes the position and function of the system and points out the significance of the study. Furthermore the status quo of the study, including the effect of the financial aiding system, the sticking point of the falure of moral education, has been summarized and analized.Chapter One, strating with the connotation and particularity of the moral function of the financial aiding system, presents a general view that human care is the core of moral education in the financial aiding system, giving daily care is the aiding point , the process of aiding is in fact the process of optimizing the lives of those being aided and the fininal aim of financial aid is the moralization of the undergrates’behavior.Chapter Two, as a theoretical review, proceeding from the Marxism, makes an analysis of the leading role of the integrated development idea, the motivation of socialism, the moral connotation , moral value and moral function of the financial aiding system. The author tries to make a study to enrich the moral educational resource of our finnacial aiding system guided by the western theory of educational equality and equality of opportunity, the theory of education cost and human capital . What is discussed in this part lays a theoretical foundation for the research work.Chapter Three, as a historical and realistic review, devotes itself to the study of the developmental phase of the financial aiding system in unviersities of China and the efect of its moral education in each phase. In this part, the author also make a reflection on the problerms and their causes atthepresentstage.Chapt Four, as the comparative analysis of the financial aiding system at home and aborad, focuses on the features of the existing financial aiding system in the world for sake of finding what can be learned from others in the relvant field from the perspective of pluralism, integration and institutionalization.Chapter Five, concerning the mode of heightening the moral educational effect of financial aiding system, concludes that we can improve the efficiency of the financial aiding system by refreshing our concept, establishing the basic principles, and innovating the practical mode. In addtion the realistic value of developing the moral educational function of the financial aiding system by theortical reasoning and the feasibility of the proposed modes by impirical study are discussed.The proposed study makes very constructive suggestions and provides very practical methods for fulfulling the financial aiding system in universities in China. The practice demostrates that the research findings has promotional value to a certainty.The author of the proposed study makes a philosophical analysis on the financial aiding system, especially on the financial aiding policy to help popole realize the moral educational function of it. Apart from this , by making clear the implication of moral education of the system and by logical inference, the author makes a scientific analysis on the financial aiding system aiming at helping people be in cognition of the part the financial aiding system plays in social deveopment and its great influence upon the moral cultivation of the students. The last but not the least the author makes a impirical analysis on the system to help people fully realize the far-reaching influence of the aiding policy upon the behaivor of the students. In the practical work we need to infiltrate the connotation of the financial aiding system into the aiding work, to regard carrying out the aiding policy as the important approach to ideological and political education to the undergrates and to embody the aiding policy in the aiding work.
