Education is becoming more and more important for a country with the relationship between education and social development increasingly close. The problem of education has become one of the hottest problems in many countries in the world. Since our country entered the social reforming period, problems of social development and the reform measures seriously affect the development of education in our country, the problems of aiding those who have difficulties in affording the fees become more and more distinctive. Education as a public welfare is one of the important function of governments around the world. All governments have the responsibility to guarantee citizens' rights of education and equal opportunity of education through making related policies. With years of research and practice, China's college aiding system towards poor students is becoming more and more perfect. However, compared with other countries' system, ours still has some disadvantages both in practice and theory. How to improve the aiding policy towards poor students so that they can have the opportunity of acquiring higher education, and will not abandon their study out of poverty has become an important issue in China's higher education.Laws and policies are the most direct and most effective factors influencing upon the supporting system for poor students in China. This paper, based on previous research, analyzes the supporting system for poor students in China through the factors of law and policy and manages to investigate the supporting system for poor students in from a new perspective. Through analyzing the history and present situation of the supporting system for poor students in China, the author found some deficiency both in theories and practice. Combined with some successful experience abroad, suggestions are given as follows: First, diversification of the supporting ideas is the trend of building the supporting system for poor students in China because it has considered both the justice of acquiring education and the efficiency of aiding poor students. Second, a specialized law towards the aiding system must be made to ensure the stability and normative of the system. Third, governments' subject position should be strengthened in the supporting system for poor students to ensure the realization of public welfare, of which the most important measures are increasing government's investment and propaganda strength. Fourth, the settings of the supporting system for poor students should be more scientific, and more attentions should be paid to the hierarchy and normative of the aiding system.
