The upsurge of the transformation and development of local new undergraduate universities has emerged,and promoting the construction of applied undergraduate universities is an irreversible trend in the current reform of higher education.The talent Cultivation of applied undergraduate universities is different from research-oriented,teaching and research oriented universities,and also different from higher vocational colleges.It is mainly oriented to serving local economic development,and cultivates advanced application-oriented compound talents with profound theoretical foundation,proficient professional knowledge,innovative thinking,mastering scientific methods,broad vision and the ability to solve practical problems.From the perspective of promoting the quality development of higher education,the talent cultivation evaluation system is an important criterion for the quality of personnel training.Different levels and different types of higher education institutions should have different evaluation criteria.However,at present,Chinese education department has not established an evaluation system for talent cultivation in applied undergraduate universities,which makes local new undergraduate universities lack effective guidance in the transformation of talent cultivation elements in transformation and development.Therefore,this study is based on the field survey of Guangdong province's transformation and development universities and the questionnaire consultation of experts in the province,and strives to build an evaluation index system for talent cultivation in applied undergraduate universities,which provides a reference for Guangdong province's transformation and development universities.Based on the results of expert interviews and the CIPP evaluation model,this dissertation draws up the evaluation index of talent cultivation for applied undergraduate universities from four aspects: background evaluation,input evaluation,process evaluation and product evaluation.Based on the Delphi method design expert consultation questionnaire.After two rounds of expert consultation questionnaire survey,the indicators are screened and their weights are measured,and the final applied undergraduate universities talent cultivation evaluation index system is obtained.The research finds that the evaluation of talent cultivation in applied undergraduate universities should emphasize the core position of top-level design,especially the orientation and goal of talent cultivation and the concept of talent cultivation.The input evaluation of talent cultivation in applied undergraduate universities should pay attention to the proportion of dual-teachers and the formulation of applied talent cultivation plan.The process evaluation of talent cultivation in applied undergraduate universities should highlight the important position of practical teaching and attach importance to quality improvement.The product evaluation of talent cultivation in applied undergraduate universities should pay attention to social evaluation and students' ability of innovation and entrepreneurship.The evaluation of talent cultivation in applied undergraduate universities cannot neglect applied research,especially the applied discipline construction and the transformation of scientific research results.Based on the research results,it is further proposed that applied undergraduate universities should highlight the core position of top-level design of talent cultivation,strengthen the construction of double-teachers,grasp the important position of practical teaching,pay attention to the cultivation of students' innovative and entrepreneurial ability,value the construction of quality standards for applied talents,and application research cannot be ignored at the same time.
