On June 10,1994,"social skill-grading system" issued by the former State Physical Culture and Sports Commission was formally implemented.As an important component of mass sports work system,skill grade system has been in actual operation.For over 20 years,the social sports instructors system has won a clear legal status and plays an important role in fitness for all and perfecting the sports legal construction.With development of economy,social progress and the continuous improvement of live standard and population quality,people urgently have the need for sound,civilized and scientific life style,so various social sports instructors with scientific knowledge and skills,who can also organize and launch mass activities,are now the need of times.At present,there are still many serious problems in the cultivation mode and ways for social sports instructors from Lanzhou(capital of Gansu Province).And the construction of the evaluation criterion for their core capability can further improve the comprehensive quality team members.This paper uses such methods as the Documentation method,Delphi method,Analytic Hierarchy Process and fuzzy comprehensive evaluation method.The author first investigates a big picture of all social sports instructor in Lanzhou,mainly from its total members,quality level,age,gender,occupational distribution and educational qualifications structure.Based on this again,their core integrant factors of competence is fully discussed and the internal relationships of every element is also analysied and then,with expert's results,the author build the evaluation standard of social sports instructors and determines the weight of every level index with Analytic Hierarchy Process,and make an evaluation standard level for its solutions,and,with the fuzzy comprehensive evaluation method,evaluate some social sports instructors in curtained area,achieving the goal of empirical research.Conclusions from Research(1)In Lanzhou,at present,social sports instructors are,seriously insufficient.Meanwhile the ratio of gender distribution is very unbalanced,39% of the male and 61% of the female.There are more and more aging people among its members,a big ratio from 46 years old to 59 years old;whole members are educated with low level;the grade level of social spots instructors in this city is a little bit lower;according to its occupation distribution,those staffs are mainly retired personnel and workers from companies and there are less sports workers with sports educated background,which means great changing Workforce,more part-timer,lack of relatively professional skills or knowledge and experience of fitness teaching.(2)In the evaluation index system,the core quality of social sports instructors in Lanzhou is composed of two indexes,6 Secondary Indexes(criterions layer),25 Third Index(solution layer).In the 6 Secondary Indexes,through the data analysis of every index,the importance of those indexes can be found: Practical Ability to Guide Social Sports(0.3363),Coordination and Communication Ability(0.1942),Development of Profession Ability(0.1696),Theoretical Direction Ability(0.1442),Management Ability(0.0997),Critical Thinking Ability(0.056).(3)According to the analysis of solution layer for social sports instructors,three types can be divided: Low Level;General Level;Excellent Level.Finally,a grade evaluation standard for solution layer of evaluation index system.(4)Experts assess those targets with evaluation standard of solution layer,calculate the grade results of participants in the criterions layer and target layer.Empirical analysis is achieved.Suggestions:(1)Social sports instructors should be advised to nurture more staffs so that improve their comprehensive quality and members as a whole.Especially PE major institutions of University,in China,should attach more importance to those people who are engaged in social sports.Therefore it is conducive to build a resource library of talents reserve.(2)To increase comprehensively professional quality,social sports instructors should enhance themselves initiatively,fully make an acquisition elementary theoretical and professional knowledge and fitness guide ability and a sense of services and responsibilities.The local government and parts of its institutions should call for training institutions to provide more platforms for those workers,and boost and develop their professional quality in Lanzhou as a whole.(3)A practical and feasible incentive mechanism should be built for social sports instructors,which can promotes their passions and initiative for works and maximize their work latent capacity.Meanwhile a feeding back system should be established to assess those staffs and issues can be found and resolved as soon as possible.
