Since ancient times，the social development and human progress are theultimate goal of people. As the people enjoying all the material wealth，whichbrought by industrial civilization，human beings relalise that they facing manyinharmonious state，such as urban expansion，resource constraints and the moraldecline. All the situations are reflected that there have been some deviations in theconcept of social progress. Nowadays，China is facing unprecedented opportunitiesand challenges. Since the reform and open to the outside world，our economy andsociety have made tremendous progress，but there is still a long way to go，if wewant to achieve the rejuvenation of China. Combined the practice of buildingsocialism in China with Marxist theory guiding，The Chinese Communist Partyexploring the social development path that suited to China’s national conditions.Therefore，evaluation of social progress from the philosophy angle is very significantin both t heory and practice.From the perspective of philosophy，this article takes the relationship betweensocial cognition and social evaluation as the breakthrough point of discussion. Thisarticle also strives to deepen the understanding of the relationship between socialcognition and social evaluation. Through the study on the evaluation of the historicaldimension of social progress and value dimension of social progress，this articlereveals the nature of social progress，and then explores the evaluation of China’ssocial progress，makes the theoretical exploration of evaluating social progresswhich suited to China’s national conditions. Apart from introduction，the full text isdivided into four chapters:First，making the object of study clear. In order to sort out the evaluation ofsocial progress，the first chapter of this article investigates the the history of theconcept of social progress. In the process of combing the ancient Chinese thinking ofsocial progress with the European rationalism thinking of social progress andmodern Western thoughts of social progress，we lead to the place where Marxismthinking of the social progress transcends the previous thinking of the social progress.The Marxist concepts of social progress based on practice，highlighting the integrityand stage of social progress，resolutely abandon the rationalism’s way that used logical deduction instead of the truth of history，criticize the wrong ideas that splitprogress and costs. In the analysis based on the Marxist concept of social progress，this article continues to re-examine the concept of social progress. On the basis ofcomparative analysis of several groups of related concepts of social progress，thisarticle further expounds the dynamic factors and characteristics of social progress.Second，this article analyzes the mechanism of study. Social progress，need tobe recognized，also needs to be evaluated. Social progress require the social subjectsto evaluate of social subjects using certain criteria，this means people are givingsocial value，revealing the significance of social progress. The second chapter of thisarticle explores the relationship between perception and practice，and reveals itsinner mechanism for social cognition and social evaluation element problems，laysthe foundation for the correct social evaluation. This article unifies social cognitionand social evaluation into the reality of human practice activities，thinks socialevaluation on the basis of social cognition，the social subject identified in its ownposition on the social value. Therefore，there are three aspects of basic elements insocial evaluation，social practice，the subject value and the objective law.What’s more，this article analyzes social progress evaluation scales. Socialevaluation always shows as using the certain scale to measure the process of thewhole social development. Certain scales of social evaluation are the logic ofpremise and basis for social evaluation activities. The third chapter of this articleexplores the connotation of social progress evaluation scales，and classifies the socialprogress evaluation scales，establishes the principle of social progress evaluation.Next，this article attributes social progress evaluation scales to historical dimensionand value dimension. Historical dimension is the scale of the object，concentratedexpressed as the objects of productivity; value dimension is the scale of the subject，concentrated expressed as the human factor of productivity. Productivity reflects thehistorical dimension and the value dimension，the two scales united in the wholeprocess of historical development.Last，evaluates of social progress in present China. Throughout the constructionprocess of China’s socialist cause，it can be seen that the understanding of socialprogress is an gradual process. The fourth chapter of this article based on thesummary of Chinese experience and innovation，believes that scientific outlook ondevelopment is generated on the basis of summing up all stages of concept of social progress. Scientific outlook on development not only marks a huge boost in theunderstanding of the concept of social progress，also marks a major breakthrough inthe social progress evaluation scale. This article analyzes the main problems thataffect the social progress in China，determines the evaluation of subject in China’ssocial progress and the overall structure of our society. This article also points outthe facts that in present China， social productivity and people’s degree ofmodernization are insufficient development. At last，this article points out the basicapproachs to achieve social progress in China are development of productivity，human development and institutional construction.
