The paper uses commonality management, commonality economics, new system economics, unascertained cluster measurement theory and method to research higher school technology transfer mode and appraisal index system.Firstly, the paper researches the basic theory and establishes the transfer relationship and theory frame. Secondly, the transfer modes are given. The two moments and three design methods are researched. Thirdly, the paper builds an evaluation index system of higher school technology transfer ability which is composed of4first grade indicators,11second grade indicators and21third grade indicators. Then, by combining the unascertained evaluation theory with the Analytic Hierarchy Process, this paper establishes a comprehensive evaluation model of higher school technology transfer ability, which improves the reliability and precision of evaluation results, breaks the limitation caused by other comprehensive evaluation models, reduces the subjectivity of evaluation personnel, and enhances the practicability and scientific level of scientific research competitiveness evaluation, hence proves to be an ideal comprehensive evaluation model. Lastly, by using the unascertained clustering method to make cluster analysis on higher school technology transfer ability of various sample universities in consecutive three years, according to their scientific research competitiveness and uses the improved Analytic Hierarchy Process to build a comprehensive sequence among all sample universities whose higher school technology transfer ability belong to one group..
