| Compulsory education of China has developed more than a hundred year since the late Qing Dynasty in1904. During the period of time, affected by the war, the level of productivity, social transformation, educational thoughts, and many other factors, it started from scratch and then developed rapidly. At present, China’s compulsory education has got a remarkable achievement. For instance, free compulsory education in Urban area and rural area has become popular, there are many significant improvements in popularizing rate, school enrollment, teacher qualifications and school conditions. Nowadays, China’s compulsory education has step into a new stage which focus on promoting equity and quality and popularizing education for allâ€round development. In the wake of great achievement, some problems which will hinder its development on varying degrees has exposed. The issue of " school choice " is the most prominent, because it existed for a long time and is difficult to solve as well as bring more negative effect. In order to resolve the problem of “school choiceâ€, the central and local government published a large number of policies for prohibiting "school choice "from1995. Some policies,such as prohibit the admission of school choice students, prohibit chaos charges on school choice, prohibit organizing training courses for entering a higher school, has been issued. However, after a longâ€term management by the means of policies, the issue of "school choice" not only failed to resolve, but become one of the most difficult issue in the stage of compulsory education. To make things worse, a series of policies gives rise to new problems, like Education rent seeking,“prior admission classâ€. Based on this, we can not help but to doubt about the policy of prohibit school choice. Whether policies which oppose "school choice" is the best policies? Whether these policies has scientific validity? Whether they are legitimacy and rationality? What principles can we make use of to change the current situation? To resolve these problems, this dissertation focus on the following sections:The first part mainly describes the background, purposes and significance of this research. After reviewed the existing research,it defined the key concepts and then put forward ideas.The second part focuses on a series of policies which oppose "school choice "promulgated by the central and local government in the past decade and summarized their main features and problems existing in the implementation.The third part is related to legitimacy of these policies. It was based on four aspects to build the framework of policy legitimacy analysis and judge the legality: ideology, the governmentâ€run mechanisms, laws and regulations, public education needs.The content of tthe fourth part is the rationality of these policies analysis. According to the understanding of Intrinsic rules and the internal regulations of compulsory education, it analyzed the criterion of these policies ’reasonableness. In addition, it evaluated these policies by the criterion.The fifth part analyzed the effectiveness of the Implementation of these policies. If we want to improve it, we must pay more attention to some basic principles, including some principles which can guarantee the legitimacy and rationality. What’s more, the dissertation also proposed that we should reform and improve our policies and its operating environment from many aspects. |
