In the background of economic globalization, innovation capacity of science and technology has become the dominant factors of economic development of a country, and gradually become one of the main factors of deciding to the country’s future and destiny. Only to improve the independent innovation capacity can capture strategic commanding heights in the competition of international science and technology. The national science and technology innovation system is the basic power of supporting the construction of the national innovation capacity, and the university is one of the main bodies of this system. Therefore, to assess the science and technology innovation capacity of universities, on the one hand, can promote the enhancement of the science and technology innovation capacity, which can service the national economic development; On the other hand, also can be an effective way to grasp the essence and rule of the science and technology innovation activities of universities to continually promote the development of science and technology innovation capacity. So, the assessment index system of science and technology innovation capacity of universities should be improved, and the research of science and technology innovation capacity and the efficiency of scientific research are enhanced. Paper mainly on the following several aspects of the research work:(1) Study on science and technology innovation capacity of universities at home and abroad is summarized, and the purpose and the meaning of assessment of science and technology innovation capacity are analyzed. In making clear of the innovation theory, analyzing the connotation of science and technology innovation capacity of universities, the necessity of assessment and the design principle, objectively designs the assessment index system of science and technology innovation capacity of universities.(2) The common assessment methods of science and technology innovation capacity of universities are summarized, and the characteristics of various methods and the limitation of assessment are analyzed briefly, which lays the foundation for establishing assessment model.(3) Science and technology innovation capacity of universities led by the Ministry of Education in2009is assessed with factor analysis method. This paper makes full use of the advantages of factor analysis method to streamline many indexes and extract the main factors, and come to scores of science and technology innovation capacity of universities. Then, making them as samples for the assessment model takes assessment.(4) The assessment model of science and technology innovation capacity of universities is estabished based on ε-SVR. This model passes defining appropriate kernel function to realize the nonlinear regression problems. This paper makes the main factors of selection and the scores of science and technology innovation capacity of universities led by the Ministry of Education in2009as training samples of the ε-SVR model, and makes the assessment model for training. The application results show that the prediction accuracy of trained ε-SVR assessment model is highe and the generalization ability is strong, which can satisfy the need of practical application and have a good application value.(5) The assessment model of science and technology innovation capacity of universities is established based on factor analysis and support vector regression machine. Through training of the sample data, the construction of assessment model is completed. Then, applying this model assesses science and technology innovation capacity of universities led by the Ministry of Education in2010. Hence, the model is suitable for complicated nonlinear of science and technology innovation capacity assessment of universities.(6) The method of dynamic efficiency measure of science and technology innovation of universities is put forward. By combining Malmquist index with data envelopment analysis, the dynamic efficiency measure of science and technology innovation is obtained. And through the efficiency decomposition, the economic efficiency and technical efficiency of every university are obtained, which finds out the root reason of productivity variations to improve sustainable development of scientific research. Through empirical analysis of universities led by the Ministry of Education, the validity and the applicability of the method are proved.
