In the early1990s, after the collapse of the Soviet Union, Russia has not onlyfaced with the difficult political and economic transition, but also the unprecedentedethical dilemmas and crises. The old system of Soviet moral education is broken, but thenew system failed to timely establish. The moral crisis of Russian citizens expressed asvalues change: traditional virtues of the spiritual, such as pragmatism, hedonism, moneyfirst instead of past patriotism, labor, honesty, duty, honor, dedication, social problemsand antisocial behaviors have sharp increased, which has caused a great deal of threatand the negative impact to the national security and the image of the country. Restorethe moral education system has become one of the urgent tasks facing Russia’s new era.By the turn of the century, Russia began to restore the responsibility of the countries inthe field of moral education, introduce series of policy framework, actively explore theway forward for moral education from both theoretical and practical aspects. Russiathinks that moral education should be relying on the traditional cultural values of theRussian nation and humanity value, and the ethical values of the Orthodox Church andother traditional religions in contemporary significance. In education at the same timeRussia takes into account the needs of the modern national development as well associal and cultural reality. New era Russia moral education inherited and retained manyfine traditions and practices of the Soviet moral education, while drawing on theadvanced moral education experience in the world. It has a number of distinctivefeatures and the efforts to explore made in response to the culture and values pluralismcaused by globalization has a certain significance of reference and inspiration for themoral education in China.
