With the disintegration of the Soviet Union, all fields in Russian society has changed a lot during its transitional stage in more than 10 years, so did its moral education in preliminary and middle schools, which has undergone the controversial, conflicting and re-selected matters. Moral education in Russian preliminary and middle schools has suffered greatly due to the globalization, development of science and technology, and the disintegration of Soviet political modes and ideologies. At the very beginning of its disintegration, Russia negated all the policies made in the Soviet Union totally. Socialism& Communism - centered moral education had been violated and negated completely. The Russia education department as well as its local education bureaus did not make any united outlines any longer to meet its moral education, and there were no united and detailed standards, which influenced on its moral education in preliminary and middle school very much. Russia comes to realize its seriousness after its sufferings, then the state pays more responsibilities to recover it by taking a series actions to reform.This paper manages to study the essential ideas, reform regulations and features of the reforms of its preliminary and middle school politically, , economically, educationally and culturally at the background of the transitional stage by comparative,, historic, factor analysis and bibliographic methods.The following is the structure of my paper:Introduction mainly deals with the raising of the questions, the state of study, methods and ideas of the study, related conceptions and other introductions.
