Research On China’s Intelligent Assistance To Africa:Theories, Effects And Measures

China has been aiding African countries since1956. The development of relationships between China and Africa in the past half a century demonstrates that China’s assistance to Africa, based on sincerity, equality and mutual benefit, is the impetus boosting the progress of China-Africa relations and also the important link of China-Africa friendship.Africa is the world’s most impoverished continent which is "being marginalized," largely due to its deficiency of intelligent resources and backward education. In contrast, China witnessed rapid and stable economic development, even great-leap-forward development over the past decade, which provides useful experience for African countries to restore their economy and improve their ability to independently build the society.Based on the framework for South-South cooperation, China has strengthened its aid to Africa in more fields than ever, which reflects that the country is paying more and more attention to improving African countries’self-construction ability and to striving for joint development. However, there are few comprehensive researches on China’s intelligence aid to Africa, and fewer empirical studies on the effects on African economy and social development from China’s intelligence aid to Africa.The paper titled "Research on China’s Intelligence Assistance to Africa:Theories, Effects and Measures" is based on reasons as follows:First, China is the world’s largest developing country, while Africa owns the most developing countries. The foundation for mutual backup and extensive cooperation between China and Africa exists, attributing to their similar history, common task of development and pursuit of interest. Second, it is an investment in intelligent capital for China to offer the intelligent aid to Africa by helping African countries cultivate and train professionals urgently needed for their economic development. The results will be of profound significance in the economic development of African countries. Third, China’s education development and scientific research ability are suited to the needs of the economic growth in Africa’s developing countries at present and in the near future. The theoretical guidance will play a vital role in China’s intelligent aid to Africa based on national conditions of African countries. Fourth, how to effectively offer the intelligent aid to Africa concerns China’s international image and clout, as the intelligent aid will exert a far-reaching influence.The paper employs four analysis measures-theoretical analysis, comparative analysis, empirical analysis and case analysis-to systematically research China’s policies and guidelines on its intelligent assistance to Africa and effects of the intelligent aid. It can be seen from the study that China’s intelligent assistance to Africa is under the guidance of the aid theory from the Development Economics and improve the development theory. China always grasp the nature of the problem of "how to develop "and take a scientific and rational assistance mode to realize" how to develop", in order to achieve the purpose of promoting social and economic sustainability of African countries.Findings are as follows:(1) China follows the Development Economics’aid theory to offer intelligent aid to Africa, and has developed and improved the theory. For instance, China’s intelligent aid to Africa before the reform and opening-up, on account of the "gap theory" and "poverty-relieving theory," benefited African countries and achieved a success, although it lacked of sustainability. After the reform and opening-up, China drafted four principles focusing on mutual benefit, substantial results, various manners and joint development in line with the "structure adjustment theory" in a bid to boost African countries to take their initiatives and improve their self-construction ability. The intelligent aid yielded good results, which demonstrates that it was nichetargeting and sustainable.(2) An empirical study shows that China’s aid to Africa in talent cultivations, scientific researches, social services and cultural exchanges has been highly approved by respondents from Africa. These respondents also expressed their strong desire for further pragmatic cooperation.(3) Drawing lessons from developed countries’intelligent aid to Africa, China, targeting pragmatic cooperation, mutual benefit and joint development, put forth measures to offer intelligent aid to Africa from talent cultivations, scientific researches, social services and cultural exchanges.Measures for China to offer intelligent aid to Africa:(1) cultivating professionals and striving for joint development;(2) improving scientific research ability and creating a brand effect;(3) bettering the people’s livelihood conditions and constructing a harmonious environment; and (4) reinforcing cultural exchanges and consolidating friendly relationships.
