organizations and other donors,promoting international aid development.International education aid is an indispensable part of today’s globalization process and an important means of promoting international exchanges and cooperation.China’s educational assistance under the visual threshold of Community of Destiny of mankind is committed to eliminating inequality,addressing the root causes of conflict,and realizing the theme of the times of peace and development.Since the beginning of the 21stcentury,the development in Africa has not made great progress,and poverty,violent conflicts and other factors have made Africa the weakest region in terms of comprehensive strength.Africa and China share a deep cultural heritage and similar historical situations,and China has always stood by the African people and helped each other.Education is the cornerstone of development,and China is committed to the development of African education,providing Chinese wisdom and Chinese solutions,helping African countries reshape their education systems and promote national development.However,at the current stage,China’s education aid still needs to learn from and refer to the aid concepts and models of developed countries and international organizations,constantly improve the mechanism and method of education assistance,and focus on improving the effectiveness of foreign education assistance.As an established donor with nearly 70 years of aid history,Japan has formed a mature and perfect foreign education aid mechanism over a long period of time,and has a certain influence in the international community.Understanding Japan’s education aid policy in the 21st century,discussing the main contents and practical paths of Japan’s education aid policy,and analyzing its effects are conducive to providing reference for China’s practice of education aid to Africa.Through the literature,comparative research and historical analysis of Japan’s official education aid policies in the 21st century,this paper aims to explore the background,practice path and value orientation of Japan’s official education aid policies,and analyze its main content,practice path and effect,so as to provide effective education aid suggestions for China.The full text consists of six parts,mainly including the following.The first part analyzes the international and domestic contexts in which Japanese officials formulate policies to aid non-education in the 21st century.On the one hand,the formulation of Japan’s education aid policy should consider the international education aid trend and the endogenous driving force of Africa’s independent development,and attach importance to the formulation of its own rules in global education governance;on the other hand,the domestic ODA Charter and education aid policy have laid the basic structure of Japan’s education aid policy,and the role of non-governmental organizations in education aid has been increasingly valued by the Japanese government.The second part explores the specific content of Japan’s education aid policy to Africa.Japan’s education aid policy is based on Japan’s experience in implementing projects in Africa.In other words,Japan’s education assistance is not determined by the implementation policy,but the content of education assistance that is being implemented and has achieved results is reflected in the policy text.Since the beginning of the 21st century,Japan’s education assistance in Africa has mainly included attaching importance to African mathematics and science education,building a multi-party education management system,paying attention to the right to education of marginalized groups in society,and providing hygiene and health education assistance in response to Africa’s hygiene and health conditions.The third part systematically sorts out the implementation path of Japan’s education aid to Africa,and discusses Japan’s education aid activities mainly from the three aspects of providing financial,material and intellectual resources.The fourth part summarizes the effects of Japan’s aid to Africa in the 21st century,popularizes basic education in aid practice,and alleviates the serious learning crisis in Africa.It has promoted the development of vocational education in Africa,paying attention to upgrading labor skills and improving employment,expanding higher education to contribute to the development of quality talents in Africa.The fifth part explores the value orientation of Japan’s education aid policy.On one hand,the formulation of Japan’s education aid policy should take into account the international trend of education aid and the endogenous driving force of African independent development,and attach importance to the formulation of domestic rules in global education governance.The sixth part combines Japan’s education aid policy and implementation experience,and puts forward a mechanism system construction plan that China can learn from to meet the needs of non-education assistance under the concept of a China-Africa community with a shared future.Specifically,it includes improving the policy system,leading the practical activities of education aid to Africa,polishing aid evaluation mechanisms to improve the effectiveness of education aid to Africa,encouraging the participation of multiple subjects and strengthening the power of assistance to non-education. |
