Junior faculty are the important academic human resources. The sustainable development for colleges and universities depends largely on whether junior faculty can fully undertake the responsibilities endowed by their professions. In the popularization of higher education in China, junior faculty in local colleges and universities have become the main force of teaching staff. It is crucial for local colleges and universities to devolop and enlarge excellent teaching staff and thus achieve sustainable development in the increasingly fierce competition for teachers and frequent flow of teachers.This thesis takes the realistic situation of junior faculty in local colleges and universities as the logic starting point. Through depth interviews and questionnaire survey, their occupation selection and practical problems encountered in the initial stage of tenancy are presented, together with their demand in teaching, professional, organizational and personal development and their behavior strategy. The great gap between their educational ideal in the initial stage of their tenancy and the fierce reality becomes a challenge for them in the adaptation of the transformation. The realistic dilemma stems from the experience in the initial stage of their tenancy and the system environment of local colleges and universities. As the living and working environment for junior faculty, colleges and universities would not always provide the consistant development environment and opportunities that they need. Junior faculty thus adopt "positive","negative" or "wandering" behavior strategy when they feel difficult or even impossible to realize their anticipated goals and values because of the their disadvantageous positions in the field.Policy, organization and system support for junior faculty in local colleges and universities are analyzed in this thesis. On government level, there are mainly three policies and measures that have imortant influence on the developmenmt of junior faculty:policies on teacher training; refoming policies on teacher administration; and motivative policies on talents. Government-oriented policy is realistic and inevitable in the development of Chinese higher education, whereas uniform policiies lack of classification and high-level support also deeply hinder the development of junior faculty in in local colleges and universities.On the level of local colleges and universities, although a series of system support have been provided, an effective integration mechanism of guiding philosophy into management and an overall consideration of the development of junior faculty from service and potential development perspective are still lacked in the transformation from personnel administration to human resource development. In addition, junior faculty in local colleges and universities are limited in the available approaches of development, and there is a contradiction between the efficiency-oriented administrative pocily now and the inner development demand of their junior faculty. And these limit the development of junior faculty in local colleges and universities.Based on the experience of the junior faculty development in American higher institutions, this thesis puts forward countermeasures to promote the development of junior faculty in local colleges and universities on the dimensions of deep reform of management system and implementation strategy of the development of junior faculty.
