It states clearly in Long-term Education Reform and Development Plan (2010-2020):"The key to revitalizing the whole nation lies in education while the key to revitalizing education lies in all teachers. Therefore it is a fundamental strategy for education reform and development to build stable teaching staff with good political quality and reasonable structure." As the political, economic, cultural and information globalization, internationalization of higher education is an inevitable trend and the implementation of international strategy is a necessary requirement and strategic choice for the development of local universities, in which faculty internationalization sits at the core status. Thus it is both the basic condition and important guarantee for local colleges and universities to develop a dynamic teaching staff with noble morality, comprehensive professional skills and reasonable structure so as to achieve the internationalization of education and enhance the competitiveness of education, which is also the top priority for local universities in the internationalization construction of Higher Education.Local colleges and universities as the research objects, this paper mainly adopts historical approach, literature research, SWOT analysis, survey study, comparative study, Analytic Hierarchy Process (AHP) and other methods to study the current training modes, as well as problems and possible reasons of the faculty internationalization in local universities. Based on the SWOT analysis theory, this paper analyzes the strengths, weaknesses, opportunities and threats of the faculty internationalization construction in local universities in order to explore the reasonable development strategy of faculty internationalization for local universities. In addition, this paper studies the benefit evaluation system of teachers studying abroad and the faculty internationalization evaluation system with AHP, building the benefit evaluation index system model of teachers studying abroad and the evaluation system model of faculty internationalization, giving the index weight, and establishing two systematic and comprehensive systems:the benefit evaluation system of teachers studying abroad, and the faculty internationalization evaluation system.
