Study On Digital Campus Construction Of Colleges Based On Core IT Capabilities

With the rapid development and popularization of information technology, the information resources have become important components of the core competence of colleges. How to protect the investment in digital campus construction, ensure the quality of related application systems, reduce the accompanying risks, and create the maximum value to the development of colleges, are some ubiquitous problems concerned by information technology departments. In order to solve the existing problems of digital campus construction of domestic colleges, this dissertation, using for reference of the successful experiences from enterprise informatization, puts forward the concepts and key factors of the core IT capabilities, and then brings IT governance to the construction process of digital campus in colleges. Based on the concept of core IT capabilities, this dissertation suggests that more powerful leadership, necessary organizational structure and clear system procedure for the construction of digital campus lead to the better construction and promotion of digital campus.This paper makes a comprehensive analysis of digital campus construction on the domestic colleges, and sums up the disadvantages of the construction and implementation process as follows.(1) Compared with the success of enterprise informatization practice experience, there is an obvious gap in the management and system of college informatization construction;(2) The mainstream ideas in the construction of digital campus depend on the information technology or application service providers, which ignored the development strategy of colleges and the actual situations;(3) The objective of digital campus is not clear, and neglects the essential purpose to improve the core competitive advantage of colleges;(4) The successful practice of digital campus construction is insufficient for reference in domestic colleges, and the in-depth summary of the successful experiences is difficult to replicate. Therefore, the main content of this paper focuses on the research of digital campus construction based on the core IT capabilities analysis. This paper introduces the purposeful IT governance methods to the process of construction of digital campus, and provides guidance for the digital campus construction in colleges. Finally, this paper proposes a comprehensive empirical research in the construction of digital campus of colleges in Shenzhen. The paper consists of seven parts, and the main contents are as follows:Part Ⅰ:Introduction. This part discusses the background and significance of this paper, analyzes the present situation of the domestic and foreign construction of digital campus, and put forwards the research contents, methods and innovations of this paper.Part II:Research on the construction of digital campus. From the perspective of information technology, this part analyzes the frameworks and contents of the digital campus construction. At the advanced stage of informatization construction in colleges, the digital campus integrates all information resources together for the leaders of colleges to make decisions based on information. This part works as the technical preparation for the following parts.Part Ⅲ:Analysis of the key factors model of core IT capabilities. This part introduces IT capabilities based on resource-view into the digital campus construction, and then proposes the model of key factors of core IT capabilities of colleges. Based on the analysis of key factors, this part proposes the key entrance for the promotion of core IT capabilities and the guidance for digital campus construction.Part Ⅳ:Promotion of the core IT capability-based on the study of IT governance. Based on comprehensive analysis of existing IT governance systems, the necessity of the establishment and practice of IT governance in the process of digital campus construction has been oriented. With further analysis of the relationship between IT governance and IT capabilities, aiming at the existing problems in the process of digital campus construction, this part proposes the IT governance methods and direction for IT capabilities promotion.Part Ⅴ:IT governance structure in Digital Campus. Based on the key factors of core IT capabilities and the analysis of IT governance methods in the current mainstream, this part put forwards the IT governance framework of colleges to promote the core IT capabilities for digital campus construction.Part Ⅵ:Case study and performance analysis. This part validates our methods of digital campus construction at colleges in Shenzhen, verifies the theoretical model and practical methods which proposed in this paper. By constructing the core IT capabilities in the process of construction of digital campus, this paper will promote the efficiency in digital campus construction by means of various IT governance methods with flexibility.Part Ⅶ:Summary and prospect.
