Research Of Campus Emergency Management Based On System Brittleness Analysis

Since the reform and opening, our country’s high education have been developingleaps and bounds, at the same time, the rapid expansion of the university scale bringstremendous pressure and challenges, especially in China today, universities are theforefront of all kinds of social events and external interference factors，campusemergency management has become an important issue in school management asemergencies and crises occur greater frequency. In this paper, the university is regardedas a complex system existing in the surrounding of natural, society and culture, and putforward the view that campus emergencies evoking the inherent brittleness of theuniversity education system will affect the system running. According to the technicalpath as the mechanism of university education system brittleness riskâ†'universityeducation system brittleness risk avoidance strategyâ†'the assessment of universityeducation system brittlenessâ†'campus emergencies evolution mechanismâ†'campusemergency management, this paper focuses on the following aspects:(1) University education system brittleness risk factor and countermeasureBased on system brittleness theory, the knowledges and concepts of humanpathology are brought to campus emergency management research field. It isexpounded which are the university education system brittleness risk mechanism andthe countermeasure. Then, a new view that combining university education systembrittleness assessment and campus emergency management can avoid the universityeducation system brittleness risk is presented.(2) Analysis of university education system brittlenessTaking concept of system entropy into the university education system, by usingthe brittleness function, we can analyze the relation between each subsystem of university education system. Meanwhile, according to set pair analysis method, concepts of brittleness link entropy is defined, and the brittleness link entropy betweeneach subsystem are calculated. By introducing the classic prisoner’s dilemma to discussthe basic behavior pattern, non-cooperative game theory and its usefulness in researchon the brittleness of university system were explored.(3)Theory and method of university education system brittleness five-levelassessment based on CPMThe models of university education system and university education systembrittleness are built, the concepts are defined. Then, according to analyzing the entropychanges of university education system, the view that brittleness is the inherent attributeof the university education system is clarified. It is mainly focus on the universityeducation system brittleness assessment model and the concrete calculation method.Finally, using the catastrophe progression method, we make an empirical analysis oftwo universities.(4) Campus emergencies evolution mechanismAnalyzing the important incentives of university education system brittleness risk-campus emergencies, we use the theory of system science and self-organizationevolution to analysis the progress and mechanism of the campus emergencies. Byapplying the evolutionary game theory, the math models of two types of participant’sbehaviors evolution are established, their evolution strategies and paths are calculatedquantificationally, and the concrete countermeasures are concluded. Finally, the campusemergencies evolution index system is built.(5) Operating mechanism of campus emergency management systemTaking the disease treatment system as the main frame of reference, analyzing therelationship between campus emergency management system and disease treatmentsystem, the campus emergency management system is constructed. The campusemergency management system is divided into three subsystems and thirteen modules,at last, fourteen mechanism schematic diagrams are given. It is provided the theoreticalbasis for the campus emergency management.(6)Theory and empirical research of the campus emergency management capabilityevaluation Based on the analysis of disease treatment capability system, the concepts ofcampus emergency management capability, mathematical expressions and evaluationprocess are concluded. After screening and sorting evaluation indexes, the campusemergency management capability evaluation index system is built. A new method thatuses the disease treatment capability evaluation index weights to modify the campusemergency management capability evaluation index weights is proposed. Meanwhile,applying this method to get the modificatory weights of campus emergencymanagement capability evaluation index. Finally, we take a university as an example forempirical study.
