The university is an important platform of carrying out the strategy about national talent, the booster of promoting the national science and technology, economic and cultural. With the further development of college education, the role of university management personnel has been critical and important. Because service of university management personnel is targeting teachers and studentsthe, then the administrators' quality in the university decides the university future fate. If we can strengthen performance assessment of university management personnel and measure of management personnel's performance and efficiency reasonablely, at the same time stimulate their enthusiasm to improve their working ability and efficiency, we can see that the level of the university will be improved rapidly.University managers are a special group, that the instability and complexity of their work make the assessment work more difficult. In this paper, on the base of the status of assessment work about university managers, we conduct a comprehensive analysis of the existing problem in the university management personnel's assessment system, and analyze the causes of these problems. Then we combine the characteristics of university management and build a new performance assessment system of university management personnel, which based on performance assessment and leadership theory etc of human resource management.In my paper, the result of performance assessment about university management personnel has two parts, that is individual performance assessment of university management personnel and performance assessment of university administration. In the process of building university management personnel's assessment system, we design evaluation indicators on the base of'germany, ability, diligence, achievements, incorruptible'of managers. And we use BSC to design administration department's indicators. Then we use analytic hierarchy process(ahp) model to distribute weight on these indicators. So the work ensure that university management personnel's assessment system is scientific. The article is based on fair, scientific, executable, and use many methods such as key indicators,360-degree etc to establish a complete performance appraisal system. The new appraisal system reflects the systematic, scientific, fairness, integrity.
