Football is one of the most favorite sports of our people. It is also a break point ofChina’s sports reform. Football has taken a lead in the professionalisation, and haspromoted the games into market by reforming the systems and tournaments.Although the competitive level of Chinese football has been improved a little,itscurrent situation is still worrisome during the process of its professionalisation. Inthe institutional aspect, the football property rules are confused, while theresponsibility, authority and interests of China Football Association are still unclear;In the management aspect, it is lack of scientific management knowledge andsolutions; In the market aspect, the football leagues are unattractive to audiences; Inthe performance aspect, both the national team and clubs play awfully ininternational games. The current decline and confusion of Chinese football is acomplicated large-scale systematic problem. The research on its governance shouldnot be restricted in this sport only. It should be analyzed and researched from variousangles.The decline and confusion of Chinese football has become a hotspot and problem inChina’s sports reform and development. This paper intends to use systematictheories to deeply analyze and discuss from a management angle, so as to find outthe roots of Chinese football problems. In addition, it has also discussed the methodsto solve Chinese football governance problems from the aspects of administration,league, clubs, economy and education. The main contents of this paper include5parts as following:The1stpart is the research basis of this paper. It begins with the analysis to ChineseFootball as a large-scale system, discusses the main factors affecting thedevelopment of Chinese football from two angles, i.e. the internal and externalcircumstances, and points out the methods to evaluate the weights of impactingfactors. On this basis, the paper analyzes the developing situations of Chinesefootball industry, as well as the SWOT of its development circumstances.The2ndpart of this paper is in Chapter3, which is mainly researching thegovernance solutions of Chinese football administration. Based on the introductionof non-governmental organization theory, it analyzes the legal status of Chinese Football Association, as well as its responsibility and authority. Subsequently, it alsobrings out the reforming solutions to Chinese football administrative systems.Based on the introduction of public goods and semi-public goods theories, the paperis researching the governance issues of Chinese football leagues. This part intends todefine the property of football leagues by applying the governance theory to researchthe authorities of management, operation and benefit distribution of the leagues.Based on the above, it discusses the reforming structures of the systems, mechanismsand rules of Chinese football leagues, as well as the governance research to theaffiliated games, gambling and judge problems, which are disgusted by most footballfans.The4thpart is an essential research portion of this paper, which is mainly focusingon the governance of football clubs. This part applies modern enterprise system toresearch the management of clubs, centralized on the governance structures. On thisbasis, it uses modern management technology to study the recruitment&evaluationof coaches, transferring, remuneration&performance appraisal rules of players,contract management of clubs, and to apply the advanced marketing concepts&methods of modern enterprise management into the marketing promotion of clubs.The5thpart is mainly study the training of teenager players, and the other relevantissues of football governance such as improving the players’ quality.This paper is ended with conclusion and projection, which is to conclude theresearch comprehensively, and to conduct some discussions about the post-researchof this paper.
