The development of higher education internationalization brings opportunities and challenges to the development of local colleges and universities. Many of our local colleges and universities are facing the problems of lack of competitiveness and shortage of resources in educational internationalization development. The mastering of construction of education internationalization strategy for local colleges and universities not only relates to the positive development of local colleges and universities, the construction of a learning society, but also relates to the coordinated development among local economies and local colleges and universities, the further improvement of the degree of China’s higher education internationalization.At present, there is convergence in the field of education internationalization development for many local colleges and universities and these colleges and universities transplant the development model of universities directly under central ministries and commissions. This situation seriously affects the sustainable development of local colleges and universities. The topic of this research is “The study of the educational internationalization of local colleges and universities". Combining theory and practice, history and reality, the paper expands multidimensional analysis, using the experience of selected units to promote work in the entire area to study the development strategy of educational internationalization in local colleges and universities.This study is divided into five parts:The first part is introduction. The origin and research significance of the educational internationalization of local colleges and universities are illustrated. The domestic and overseas study situation of higher education internationalization is systematically summarized. The research methods, core concepts explanation, main framework structure, possible innovation of the paper are provided.The second part is chapter one. This part is the two-dimension historical analysis of the internationalization of higher education in China. Under the basis of deconstructing the historical development of internationalization of higher education in China, five distinct periods are summarized: Budding period, starting period, exploring period, preliminary period and characteristic development period. Then the historical tracks of local colleges and universities are analyzed. Respectively selecting a province from eastern, central and western regions, the historical development of educational internationalization for local colleges and universities is analyzed. Consequently, three characteristic stages of educational internationalization for local colleges and universities are summarized: initial period, the ice age and recovery period.The third part is chapter two. This part is the transverse dimension scanning of current development of higher education internationalization for local colleges and universities. Selecting a province from the eastern region as the analysis goal of the educational internationalization of local colleges and universities, the experience of selected units to promote work in the entire area is carried out. The specific content and its safeguard mechanism of educational internationalization in local colleges and universities are summarized. On the basis of investigation, analysis and conclusion of the existing problems in the development of educational internationalization in local colleges and universities, the reasons for these problems are clearly presented, which provide realistic foundation for the final strategy construction to build.The fourth part is chapter three. This part is internationally comparative analysis for the internationalization of higher education. First of all, the cross-border educational experience of the United States as well as the case study of international education at New York University in the United States are analyzed. Secondly, the strategies of the higher education internationalization of Australia are systematically summarized,and then the case study of the educational internationalization strategies of the University of Melbourne is presented. Finally, the success achieved by United States and Australia in higher education internationalization is demonstrated.The fifth part is chapter four. This part is the theoretical foundation and strategies construction of educational internationalization for local colleges and universities. First of all, the circular economy theory with its 4R principles and 4P strategies of marketing theory are discussed. And then based on the 4R principles and 4P strategies, the point that education is product, educational internationalization means promoting educational internationalization product to the market is provided. Creatively from the aspect of production, obtaining & consumption, characteristics & quality, alliance construction & organizational cooperation, marketing strategy of educational internationalization product of local colleges and universities, the comprehensive and multi-dimensional strategies are constructured. Liaoning Shihua University is selected to demonstrate strategy construction from the aspect of marketing strategy of educational internationalization product of local colleges and universities. Finally, the conclusion and prospect of the research are carried out to summarize the major work undertaken by the research and the perfecting direction of research in the future.
