The research analyzed factors influencing the development of vocational education in China during the transformation period,and defined various stakeholders of vocational education and the gaming relationships among them. From the above point of view,the problems existed in current motivation system for the development of vocational education were analyzed. Through comparative analysis on the development model of vocational education between developed countries and regions including Germany,United States,United Kingdom,Australia and Chinese Taiwan,the motivation factors and external and internal motivation mechanism for the development of vocational education were also explored. On the basis of the above,the fundamental principles of constructing motivation mechanism for vocational education development based on the conception of fairness was put forward,which includes:clarifying the dialectical relationships between government and market,fairness and efficiency,and growth and development;building the fairness-oriented administrative implementation mechanism, the market mechanism of standardization and high-performance as well as giving consideration to fairness,and the humanismbased and development-oriented modern vocational education system, and the interests integration mechanism mobilizing the participation of various stakeholders. In conclusion,the research attempted to put forward the“two engines and double main bodys”model based on integrated benefits of stakeholders,and proposed some suggestions for the development of vocational education.The research concluded with the following points:As a kind of non-profitable organization,vocational education institutes are the gathering pool of human capital owners and the “coupling of different stakeholders”. The development of vocational education needs the participation of various subjects including the government,schools,industries and enterprises,social organizations, students and their families,foreign aid investors and research institutions. Interests are the key factor that determine whether these stakeholders involved,how to participate in and the participation degree.The reform and development of vocational education involves many stakeholders who have their different value appeals and development proposals based on their respective value views. The reform and development of vocational education is driven by mutual gaming among stakeholders,and different subjects and their participation paths constitute the motivation factors for the development of vocational education, which can influence the development of vocational education through the formulation and implementation of policy,affecting the allocation of resources and the behavior of active participation or passive resistance. The reform of vocational education is the behavior of regulating subjects on surface,but it is also the value choice and gaming process of stakeholders to seek maximum benefits and realize their value demands,and it is also the institutionalization process of interests distribution in essence. To change the pattern of distribution of interests is one of the most important parts of the reform.From the perspective of stakeholders,the current development of vocational education in China faces with the following problems:diversified stakeholders;serious value differentiation;the single quality assurance subject;the non-equilibrium power gaming state; the lack of position of some interests subjects. The solutions to the above problems are: to form the benefit community and to establish the assurance mechanism for common participation and cooperative gaming.The scientific and rational development of vocational education should be seen as the process and results of cooperation gaming of stakeholders,in order to achieve the maximization of the overall interests of the integration of power, and its development motivation originates from the integration force of stakeholders. These forces mainly comes from: the impetus of the government in order to ensure the fairness,the efficiency-oriented market driving force and the social support force characterized by coordinating services,which finally internalized as the education development motivation that takes deepening the connotation and improving the quality and attractiveness as the goal.In order to construct dynamic mechanism for vocational education,it needs to set up the concept that“vocational education is a kind of public goods”.The interests integration mechanism based on the concept of“fairness”is the core element of dynamic mechanism of vocational education development,which can effectively balance and regulate the interests of various sides and promote the cooperative gaming between each subject through the market,administrative and legal means.In order to construct dynamic mechanism for the development of vocational education, it need to properly handle the dialectical relationship between the “government and market”,“fairness and efficiency” and “economic growth and human development”, and to establish the equity-oriented administrative implementation mechanism in which the central government should bear the “strong” duties,and the executive abilities of local government can be improved greatly; to establish the standardized and efficient market system with clear responsibilities, power and interests equally participated by market subjects;to build the people-oriented modern education system; to establish the co-construction,sharing and balance mechanism of public interests involved by all stakeholders.Finally,under the guidance of fairness idea,on the basis of interests integration consensus,it need to form the “double engine double body linkage” vocational education development model that “adjusted by market,regulated and controlled by government,assisted by industry,supported by society,and realized deep cooperation of vocational institutions and enterprises”.
