The Research On The Clear Culture Construction In Universities Based On Academic Power Regulation

Performing the academic power with clean hands in a regular way is both the requirement for academy itself and a natural choice to prevent power corruption and even a self-consciousness to clear the images of universities. With the trend of obvious increase in academic resources and expanding in academic power in universities, which both provides security for fostering innovation in knowledge, and makes the probability of the corruption in academic power increased, and be of frequent occurrence, thus the academic power gets into the trouble of expanding and anomie, it becomes another hot spot in society following the problem that the university staffs commit duty-crimes or commit corruption in the field of infrastructure and construction of logistics in universities, ruining the study conduct on a serious scale, degrading academic conduct tremendously, bringing a bad effect. But for its special profession, the misuse of simple academic power is hard to be disposed and punished by the judicial authorities, causing the case in which more people are disposed for their duty crime, few for academic corruption. So the internal constraint mechanism should be founded to ensure and perform the academic power regularly, whether in the realistic situation of weak academic power or for the theoretical expectation to show off it, thus the role of academic power can be really played, facilitating the development and prosperity in academic research.The academic corruption should be defined strictly and it’s a special form of power corruption in universities which refers to the action that the academic staff who boasts academic power in universities abuses their power to cash in on it for themselves or their group. A basic research in the purpose of avoiding the academic anomie and the misuse in the academic power and then reducing or riding academic power corruption, based on the abilities and disabilities of academic power regulation, is presented in this paper from the perspective of its features, by the construction of clean culture and its subtle influence for ensuring academic power to be performed normally and healthily under the situation that the realistic danger increases, so as to get the conjugated effect. The interaction between clean cultural construction and its regulation measures can yet be regarded as a possible choice for the research in theory and practice in reality.In allusion to academic power corruption, based on the general illustration of its manifestation and the serious damage it brings, this paper will then conduct a comprehensive analysis on the internal and external causes creating academic power from the aspect of the nature of human beings and power and also the realistic situation of the academic tradition and environments. Power regulation is a natural logic choice to power anomie or misuse of authority. Academic power regulation is to give an intuitional constraint to the academic power in many ways, keeping the academic activities management in good state, avoiding or adjusting academic power anomie or misuse of authority, ensuring the rational and regular operation of the academic power, which makes the subject of the academic power specific in the process of carrying out, its boundary certain, the procedure and operation regular and the mechanism of constrict and control founded. But the academic power based on profound professional knowledge is quite special, causing legal regulation powerless, administerial regulation unreasonable, economic regulation helpless and academic power regulation sinks into the trouble of possibility and impossibility. From the path choice of China’s anti-corruption, we can see that the disposal of power corruption should involves with combination of institution anti-corruption and culture anti-corruption, in which clean culture construction provides value orientation and climate and soil for the comprehensive rule for corruption. From the perspective of culture, directing at the disposal of academic power corruption, the clean culture in universities and academic power regulation must interconnect together for both have the same goals, complementary ways and different functions, playing the invisible role in solving academic power corruption, according to the nature of academic value, which becomes the necessity to promote the academic activities and becomes a fundamental strategy to restrict the academic organizations. So developing the clean culture construction in universities is beneficial for protecting and promoting the conduction of academic power, facilitating academy development, fostering the qualified people the society needs, and enhancing the efforts to the culture construction and the fight against corruption for public integrity in universities. Through the qualitative research and case research, this paper concerns the realistic observation to the clean culture construction in universities based on the academic power regulation, and then discloses the existing problems such as insufficient cognition, vague contents, lack targets, sole superficial form, defective arbitrary institution, unscientific mechanism and uncoordinated external environment construction. Through the attribution analysis, the four reasons causing the problems above are as follows:the academic system itself should be examined in which the academic field has self-interest, the academic capitalism rises, the ideal for academic ambition and career is in conflict with the reality for academic profession. Affected by the period of social transition, the whole university education is under the situation of lost value, imbalanced structure and irregular institution. There is the cultural factor in which the positive influence in traditional culture conflicts straightly with the corruption culture. There is also the institutional factor we need examine in which we both have superstitious belief in institution and show contempt for it.The clean culture construction based on academic power regulation is a systematical project in which this paper summarizes the main contents of university clean culture, which are honest and self-discipline, law-abiding, selfless, rigorous, and normative, according to the recent documents from relative organizations in education department or other administrational departments and five universities. And this paper also discusses the manifestation forms of value pursuits, institution requirements, behavior demands and symbol vehicles accordance with the basic law of culture construction and has a further analysis on the subject and object of the clean culture construction in universities and their relation, thus having a comprehensive cognition to the research attendants and then trying exploring the mechanism of the clean culture in universities based on academic power regulation.This paper offers a simple solution in the limited domain for the disability of academic power regulation in which culture should play a part in and we should also explore the measures of clean culture construction in universities based on academic power regulation, which hides among the connection of power, institution and culture. The general prime train of thinking can be summarized: being established in the present existing style of academic staffs and rooted in the tradition of universities which is the logic starting of clean culture construction in universities, the clean culture construction shall be looked into distance, inheriting excellent traditional culture, borrowing western clean culture, developing and expanding the era’s clean culture, and then the institutional construction can be conducted from the perspective of enculturation, acculturation and cultural consciousness. Choosing the effective route of perfecting themselves, strengthening institutional construction, converging the culture construction in universities, we can strengthen the supportive guarantee of it from the perspective of the constraints and supervision of academic power inside, the maintain of rights and awe-inspiring righteousness or harmony on campus, and we can get rid of what the academic power regulation disables to do accordance with the support from the external environment of it, realizing the ability of academic power regulation, reducing the academic corruption, specifying the healthy clean conduction of academic power, guaranteeing awe-inspiring righteousness on campus and ultimately facilitating the academic prosperity and development.
