Governance Structure Of Chinese Universities Academic Authority And Administrative Power Coordination

Due to the development of society, updating of the technology and the fiercer competition, in fact, it is the competition of the science and technology and high-quality talent. Thus the higher education keeping contact with society is closer, and the function of education is richer, various countries in the world concern with the reform of the university system. With the country and society influence on universities, so the inner structure of universities becomes more complex, therefore, the power structure of universities is affected by various forces. University management system, as well as, university’s internal governance structure, mainly performs the distribution and interaction among stakeholders. Although the internal powers of university are diverse, the academic power and administrative power is the core of university’s internal governance structure.Academic power and administrative power have their own legal bases and functions. Universities, as education institution and scientific research center, are academic social organization. Academic power is the basic power of university. The connection between universities and society becomes closer; the internal organization of universities becomes more complex; academic power can not guarantee the manifestation of universities’ function and the operation of universities, so administrative power is the reality of demand. On the one hand, administrative power strength the connection between universities and society, school and school, on the other hand, administrative power ensure universities’ orderly and efficient operation. Although academic power and administrative power are essentially different, both of powers are necessary in the governance of university. The two powers only work together, that can ensure the embodiment of goal of university and social function.Due to the different position of academic power from administrative power in universities of the world, the governance structure is different. But there are still many similarities:academic power and administrative power play an important role in the western higher education; academic power is on the dominant position in the western school; they respect for academic freedom; there are different function of academic power and administrative power; universities implement committee by all governance. It has great inspiration for the governance structure of our university. From the view of operation mechanism, it demands academic power and administrative power coexisting in university; from the view of internal governance structure, it needs to improve the position of academic power; it require to adopt effective and reasonable solution to deal with the contradiction between academic power and administrative power, combining with the reality of social-economy development and higher education situation.After the new China having found, the internal management system of our universities had changed several times, but the centralized management of our universities has never changed. Therefore, the internal management system of our universities heavily depends on political and social-economy system. In addition, because of the impact of Chinese traditional culture, the conflict between academic power and administrative power has become increasingly prominent, for example, the generalization of administrative power; permission unclear administrative power and academic power; imperfect academic organization and so on. These conflicts lead some scholars can not focus on education and scientific research, but pursuit of executive position and administrative power; lead the spread the idea of "official position", however, the phenomenon which one person having double identities is common.According to the actual situation of Chinese universities, culture and institution are two important elements to balance the relationship between academic power and administrative power. It concludes changing concepts to improve academic atmosphere; improving the academic influence to enhance academic power; completing restrain system of academic power and administrative power; expending the power of college as the central of power.
