The National medium and long-term educational reform and development program(2010-2020)states that We must perfect the modern university system with Chinese characteristics,explore the effective ways of professors' academic governance,and pay full attentions to the role of professors in teaching,academic research and school management.'Professors;academic governance is one of the core aspects to build modern university system This study puts professors' academic governance into the field of university governance.As the main part of the university internal governance,the essence of professors' academic governance is the realization of academic governance power in professors under the framework of university multi-subject co-governance.This paper constructs the analytical framework of professors' academic governance from the perspective of university governance,and builds the model of the relationship between professors' academic governance and its institutional factors through empirical research.Through the data,the paper analyzes the performances and problems of the professors,academic governance in current universities and explains the mechanism of the factors that directly related to power in the institutional environment effect to the operation of the power of professors' academic governance.Further combined with the current situations of university,this paper analyzes of the causes of the problems in professors' academic governance,and then put forward the strategies of improvements.First of all,this paper constructs the theoretical analysis framework of professors,academic governance from the perspective of power.At first,it clearly defines the relationship between professors' academic governance and university governance.Secondly,it analyzes the power structure of professors' academic governance.Third,it studies the state of power operation in the process of professors' academic governance.This paper also tries to explain the mechanism of the relationship between the factors directly related to power in the institutional environment that affects the power of professors' academic governance.Secondly,through the new institutionalism political theory and organizational analysis theory,this paper discusses how the institutional factors affect the state of power operation in professors' academic governance.Through the deduction,this paper proposes 4 hypotheses and 12 sub-hypotheses.Thirdly,on the basis of the relevant research,this paper develops a questionnaire with 37 items.Through the questionnaire survey of the teachers in 12 universities in China,it reveals the current situations and problems of professors' academic governance.Also,it analyzes four 985 Project universities to demonstrate the reasons for the problems of professors' academic governance in our country.Based on the analyses,this paper proposes recommendations on improving professors' academic governance from the aspects of government top design and university self construction,which are to confirm the source of academic power from the institutional level;to clarify the boundary of rights and responsibilities in the co-governance of university;to regulate the operational procedures of academic power;to strengthen the concept of university co-governance by enhance the academic and bureaucratic compatibility and to accelerate the modernization of higher education administration.
