The development and opening to the outside world of Tianjin Binhai New Area, positioned as"serving Bohai Sea Circle, radiating Three North and facing Northeast Asia", were included in China's key developing strategy. Thus Tianjin University of Science and Technology (TUST), which is located in Binhai New Area and shouldering the responsibility of giving intellectual support to the New Area, is facing a historic opportunity for great-leap-forward development.To grasp this opportunity, TUST set a long-range objective of"edging into top 100 universities of China and growing into an influential multi-disciplinary teaching and research university with leading disciplines"and implemented a development strategy of"key disciplines, key laboratories, key talents", the core of which is"talents". In a globalized world, reasonable bringing in, managing and developing foreign human resources is an important way for solving talents difficulties.This paper first elaborates on basic concepts and theories of developing foreign human resources and then gives the current situation of recruiting foreign experts and government sponsored international students of universities home and abroad and some foreign governments and Chinese universities'experience of bringing in foreign human resources. After that, an analysis of the current situation and existing problems of disciplinary construction and developing foreign human resources of TUST was made. After the analysis of favorable factors, unfavorable factors and foreign experts'ideas in TUST's human resources developing and SWOT modeling analysis, strategy positioning, guidances, objectives and planning and a systematic developing strategy for TUST's foreign human resources recruiting were put forward.
