Large-scale public sports venues are the important carrier for public sport services provided by our government and also the material insurance for sports and sport industry. At present, large-scale public sports venues are mainly operated by state-owned institutions. With the deepening of the reform of economic and administrative system, however, the disadvantages of state-owned institution management mode have been appearing gradually. State-owned institution management system is the primary cause of the problems. Only through classification reform can the problems will be solved. Only in this way, can the level of public sports service will be enhanced and the needs of the people could be satisfied.This dissertation are mainly illustrated the classification index and the reform paths of large-scale public sports venues through the methods of documentary, questionnaire expert-interview, statistical analysis and case study. The conclusions are as follows:1. The quantitative proportion of large-scale public sports venues in eastern, western and central of China is46.3%,28.2%and25.5%.86%of the venues are in charge of the state-owned institution. These venues are financed by governments, including46%full funding,39.6%balance allocation and14.4%depending on its own revenue and expenditure. There are mainly five management modes, including traditional state-owned institution mode, enterprise-style operated mode, contract management, leasing management and entrusted operation mode.2. Different regions and venues financed through different resources present different management results. In eastern region, the venues depending on its own revenue and expenditure are operated with the highest efficiency. In western region, the venues with full funding present the highest efficiency. While in the central region, the ones with balance allocation are the highest.3. Establishing the classification index of large-scale public sports venues according to the policies in our country, the classification criteria in each province and autonomous region, reform experiences from other state-owned institutions and the particularity of venues themselves. As a result, the venues are divided into two categories, public service ones and profit pursuing ones. And the public service venues can be subdivided into pure public service ones and general public service ones.4. Pure public service venues are financed by governments and have the responsibilities of providing non-profit public services. General public service ones will get the operation funding through many channels and take the responsibilities of both supplying public services and making profits. The venues which aim to make profit should be abolished the state-owned system and transformed to enterprises.5. After classification, the public service venues should be internal system reform, including setting up sound corporation governance structure, deepening reform of personnel system and income distribution mechanism, strengthening supervision and so on. The venues which will be transformed to enterprises should pay attention to state-owned assets disposal and staff enterprise identity transition. In addition, some measures should be taken to ensure effective transformation.
