Based on combination of theoretical and empirical strategy concurrently on the integration of quantitative and qualitative methods such as document analysis, Interview, questionnaire survey, data analysis.and synthetic assessment, this research pays attention to assessment system on entrepreneurial ability and its empirical effect on science and engineering students.In the first place, the research concludes three historic periods and forms three mechanisms on reviewing the results of assessment of entrepreneurial ability for college students and hackling of the cultivation process and environment of entrepreneurial ability of science and engineering college students. After reviewed the main content, enforcement scope and assessment forms of entrepreneurial ability assessment system on science and engineering students, the author found out that there exists some issues in the current entrepreneurial ability assessment, which mainly derives from the assessment model of western enterprisers, lacking of the localization in the one hand and in the other hand, it is difficult for the college student entrepreneur to utilize the entrepreneurship model of the mature enterpriser.Moreover, the research theoretically constructed the assessment index system of science and engineering student, which includes3of level1indices,15of level2indices and29of level3indices. According to its targets and characters, the research uses the integrated methods of AHP analysis and vague synthetic assessment. Through the questionnaires, the research carries out its empirical investigation on the teachers, students and entrepreneurs of9universities which covers6cities distributing in the east, central and west area of China. As the result shows in general that the entrepreneurship capabilities of science and engineering student are in good condition (83.42points), among which entrepreneurship administration ability scores highest (84.30points), which is slightly higher than entrepreneurship spirit (84.16points), whereas the entrepreneurship technology ability scores relatively lower (82.76points). Afterwards, the research adopts dual-case study method to testify qualitatively the conclusion above and it turns out to be supported by the testification.In the end, on the basis of conclusion of empirical study, the research pertinently puts forward the optimized approach which takes promoting the entrepreneurship technology ability of science and engineering student as the kernel, gives overall consideration of developing entrepreneurship spirit and administration ability and constructs the cultivation of entrepreneurship ability. The approach totally includes three layers, i.e. university, industry and nation, and three dimensions, i.e., encouragement, security and assessment. The three layers and three dimensions jointly construct the optimized approach net of entrepreneurial ability which works efficiently in fostering entrepreneur of science and engineering students.
