The cultivation of the graduate students’academic norms consciousness has already become the hotspot and central issue in recent years. The urgent needs of the healthy development and quality enhancement of graduate education are mainly including the following aspects such as how to enhance the academic norms consciousness, how to innovate the cultivation concept and how to construct the reasonable cultivation system and mechanism. In this dissertation, the essence of education, the quality assurance and the academic norms consciousness of graduate students were discussed and researched based upon the investigation of administration ethics, system ethics, system theory and constructivism learning theory. The innovativeness of this dissertation is demonstrated in research angle of view, research aspects and research methods.The research objects are twenty graduate supervisors and students who come from three 985 project universities, two 211 project universities and four local universities. A large number of original documents, which show the aspects of living and research condition, attitude and intention of academic norms, were obtained by face to face interview and other many ways. The research results show that some problems concerning cultivation of the graduate students’ academic norms consciousness should be solved in time. These problems include mainly as following. Firstly, the process management system and mechanism that concentrate only on the requirements and constraints of dissertation are relatively insufficiency in the cultivation of graduate students. Secondly, as the most direct stakeholders of academic norm consciousness, graduate students lack role function to some extent. Thirdly, the methods of detecting technology of academic norms are not very perfect, and the problems of fraud and plagiarism can not be solved thoroughly. Lastly, the constitution and preference factors of cultivation of the graduate students’ academic norms consciousness are ignored. Therefore, the competition and elimination mechanism can not be constructed effectively.The concept and mechanism of the cultivation of the graduate students’ academic norms consciousness in the western developed countries were researched systematically. It consists of three thoughts such as the unification of freedom and responsibility, people-oriented privacy protection, legal management of procedural justice abidance and five systems such as creating a scientific system and standards from top to bottom, the diversified education and publicity mechanism with every student’s participating, the supervision and restriction mechanism with clear responsibility, the effective incentive and guarantee mechanism that meets requirement, and the strict specification and punishment mechanism with normative procedure.On this basis, the author puts forward the academic norm consciousness cultivation concept and mechanism from three aspects of target orientation, multi reasonable management and clears the main. In this system, the graduate academic norm consciousness will be involved into the graduate cultivation target management, and every graduate student can participates in the whole process of academic norm consciousness cultivation. From these ways, the supervisor and research team will become the real subjects of cultivating the graduate students’ academic norms consciousness. Moreover, the improved and consummated management mechanism, resource allocation mechanism, incentive mechanism, supervision and punishment mechanism, education and evaluation mechanism of cultivation for the graduate students’academic norms consciousness were also puts forward. The research results of this dissertation will provide universities and research units with a reference and decision basis for cultivating the graduate students’ academic norms consciousness.
