Research On Transformation Of University Development Model Based On The Triple Helix Innovation Theory

Promoting collaborative innovation, gathering innovative elements, integrating innovation resources, building innovation ecosystem, have become strategy option of countries around the world to enhance innovation capability, strengthen innovation effect, and achieve innovation-driven development. The universities that are responsible for knowledge innovation and development mission increasingly become the axis of social institutions. The degree of coupling of university-industry-government triple helix not only determines the overall effectiveness of the innovation ecosystem, but also determines the contribution rate of knowledge innovation from the universities to economic and social development. These have attracted great importance to countries and regions around the world. The relationship between university and other innovation main bodies has been from shallow loose partnership to deep collaborative innovation, which will remodel the new structure and function body among university, industry and government, present severe challenges to universities’traditional educational philosophy, development model, organization structure, operation mechanism.Since the 1980s, the second academic revolution led the United States opened a new paradigm of entrepreneurial university. Universities, industry and government carry out substantive collaborative innovation with an open attitude, and establish "community of destiny" relationship or strategic partnership of interdependence, mutual promotion, while universities maintain their relative independence and enhance the core competence. These ways have improved the ability to undertake and penetrate between university and other innovative main bodies, and optimize the institutional innovation of ecosystem. The new paradigm of entrepreneurial university has become a worldwide trend of university development model transformation.The universities in China are at a crossroad of deepening comprehensive reform, correct choice of development path plays an important role to the rapid rise of the universities. In China’s current, on the one hand, research funding of universities continues to grow, researchers dramatically increase, and research achievements are emerging, but the conversion rate of scientific and technological achievements have been relatively low. On the other hand, universities fall into "locked" state of the traditional "ivory tower" development model, cannot establish collaborative innovation strategic partnership with other innovative bodies, which inhibit technological resources, innovative elements of cluster integration.Revolutionary transformation in the development model of the universities in our country is imminent. This study, based on the university-industry government Triple Helix innovation theory, tries to answer some questions from the aspects of formation, development and theoretical interpretation of entrepreneurial universities, static coupling structure and dynamic evolution trends, for example, what is the entrepreneurial university? What is the transformation path of entrepreneurial university? What needs to transformation when universities integrate into the innovation ecosystem? What are the weak links of entrepreneurial university transformation in our country? How to open a new path to entrepreneurial university transformation?In order to thoroughly analyze and answer these questions, firstly, this study conducted a longitudinal historical analysis to the first and second academic revolution from the aspects of universities’formation background, ideological basis, rules and norms, practice and communication and so on. We would fully explain that evolutionary of the universities from the second academic revolution is not "evolution" but "revolution. Secondly, we deeply analysis the content, features, stage of development and conflict of entrepreneurial university in the structure-function body of university-industry government Triple Helix. Thirdly, we quantitatively measure the coupling effects of collaborative innovation with triple helix algorithm of mutual information, comparatively analysis the weak links of the university integrating into innovation ecosystem. At the same time, this study explores the dynamic evolution trend of Game participants, and finds that collaborative innovation and loose cooperation may become evolutionary stable strategy. If the universities should play a more important role in the collaborative innovation of triple helix, they must attach importance to the initial conditions of Game participants, and guide universities and industry to proactively take collaborative innovation strategy through the ways of policy regulation, incentives, and institutional mechanisms. Finally, to solve the problems that are found analysis of the static coupling structural and dynamic evolutionary trend, we propose the countermeasures of entrepreneurial university transformation in our country.In depth analysis and study, this study reflects the following four innovations:1. Innovations of Topics Location:from constructing structure-function integration of the University-Industry-Government triple helix perspective, this paper discusses the revolutionary change in the development model of university to Meet the new demands of cross-border collaborative innovation.2. Innovations of depth research:According to process of the transformation of university achievements and collaborative degree of university integrating into the Triple Helix innovation system, this paper sketches out a three-stage model of depth development of the entrepreneurial university.3. Innovations of research methods usage:form two aspects of static coupling structure and dynamic evolution trend, this paper uses three-helix mutual information algorithm and volutionary Game theory to explore the weakness of university integrating into innovation ecosystem, and to excavate the initial conditions such as policy environment and incentive mechanism that can promote development model change of university.Through the above research and analysis, we have come to four valuable conclusions:1. Developing the substantive collaborative innovation is the path option to entrepreneurial university reform.2. Collaborative innovation is revolutionary stable trend of the university-industry-government Triple Helix dynamic relationship.3. Accelerate the pace of collaborative innovation, and explore a new path to entrepreneurial university reform, are the realistic choice of deepening the comprehensive reform and improving universities’ quality and level.4. Playing the role of government to build innovation ecosystem of dynamic coupling.In the future studies, we may deeply dig the path dependence that the existing development pattern has formed in the universities of our country, and explore the key problems and links of breaking through the path dependence. This study would provide a strong help to promote the universities of our country to integrate into collaborative innovation ecosystem of Triple Helix.
