In the innovation-driven development strategy has become the current economic development under the background of the China's New Normal, as an important scientific and technological innovation in the area of the main body, university is very important to the construction of regional innovation system. From the nature of university innovation, R&D is the core of the scientific and technological innovation, this also means that the research and development of universities is the key content of the development of higher education in social service.
