Research On The Evaluation Of College Student Aid Management

As one of the important national people-benefit projects, college student’s aid policy is tightly related to the promotion of education fairness level, human capital competition and even the realization of national rejuvenation dream. China has established and improved financial student aid system which covers every education stage since 2007. The input of student aid funds has risen sharply in our country. Therefore, how to enhance the utilization benefit of the fund and management level has become a concern from all walks of life.Firstly, this paper studies the background and theoretical basis of college student aid, and analyzes the policy evolution and related conditions. Based on the project achievement evaluation model of "input-activity-output-results", with the support of policy’s frame system, management work flow and interest-related subjects, the research uses expert appraisal method and analytic hierarchy process to build up evaluation index system of college student aid management which was adopted by the government firstly, including 3 first class indicators,9 second class indicators and 32 third class indicators.Secondly, this paper evaluates 120 universities that directly under the central government to carry out empirical study. The empirical assessment results show that the present aid management work of college student aid performs well, the implementation lags behind the infrastructure and effectiveness. The student aid management work has obtained several achievements:the score of human, material, financial resources and part of system construction in the link of infrastructure is outstanding; the link of implementation shows great policy execution and information management level; the poor students’employment rate, the aid coverage, loan rate and special service field are excellent in the link of effectiveness. The main problems are:in the link of infrastructure, the lacks of organizational independence, some system construction and the application of aid website construction are the main problems; in the link of implementation, differences of work-study positions accounted disparity, advocacy work usually pays more attention to policy and the effect is often ignored, lack of innovation in education carrier are chief problems; high approval rate and low repayment rate exists in the link of effectiveness. In brief, the above results, problems and conclusion have certain creativity.Lastly, the paper embarks from the management actual demand and uses STATA12.0 to analyze the causality between college categories and infrastructure, implementation and effectiveness separately by the method of multiple linearity regression. Conclusions of this paper were drawn from the previous four studies as follows. First, "985" colleges reflect significant advantages in the student aid management work. Second, the infrastructure is out of step with the regional economic development level, however, it has more relationship with the college’s recognition degree; Third, the layer of running school has significant effects on implementation and the undergraduate universities is relatively pay more attention to implementation and the standardization of work; last, whether belong to the ministry of education has nothing to do with the management level of college student aid. These conclusions have unique insight in similar academic achievements and this paper put forward several corresponding suggestions.
