The reform of Chinese football professionalism has been carried on for over 20 years. But our football level remains stagnant--the national team gave unsatisfactory results at all game levels. The most important reason for this is that little work was done for the development of backup talents. In April 2009, on the basis of our current situation, and directed by the idea of combination of sport and education, our government carried out School Football Activity, which integrates the quality-oriented education and the development of teenager backup talents. The school football activity involves a large number of teachers. But the current personnel are far less enough.This study optimized and reengineered the current process framework and organization structure of school football teachers cultivating and training system (hereinafter referred to as system) making the strategies in three developing stages, i. e. pre-occupational cultivation, inductive education and post occupational training, personnel training process and organization structure act in cooperation with each other. An integrated system of school football teachers cultivating and training was set up.The study incorporated quantitative research with qualitative research. School football teachers were the research subjects. Firstly, through documents, expert consultation and extensive field research, the evolutionary process of the system was sorted out; the relationship between strategies, process and organization structure was determined; and a complete theoretical framework was set up. Secondly, a questionnaire was designed. The administrative staff, the leaders of targeted schools, teachers and experts participated in the study. According to the results in questionnaire and interviews, the current situation and problems in the system were analyzed and illustrated.On the basis of literature review and investigation, the developmental goals of the system were studied. Then external environment and internal resources were analyzed. Lastly, the strategic direction for school football cultivating and training was established through the method of SWOT-AHP.According to the strategic direction, directed by life-long education and the integration of teacher education, the process framework was optimized and reengineered. At first, a value chain of talent training was reconstructed, on the basis of which the talent training processes in both degree education and non-degree stages were optimized. And then, the strategic process, integrated coordination process and supplementary support were reconstructed.The foundation of the organization structure in the system was based on the characters of business process. In the first place, a process-oriented organization structure type was identified. After that, the organization structure of school football teachers cultivating and training was built in the light of the dimension of core process framework. In the end, job responsibility system and information technology platform was set up.
