The kindergarten is an overwhelming majority member for feminine education organization, this causes it presents much difference in the organization culture and the organization atmosphere. Therefore, the author regards the kindergarten as "the entire female organization" to carry on the research and the analysis.This article through the the questionnaire survey in many kindergarten teachers in Shanghai, the consult to the material literature to comb, and unified many kinds of management story, the summary ,the informal essay and the case which the author collected in many year when she contacts and the works with nearly hundred kindergarten teachers and the superintendent in Shanghai. After the system reorganized, studies discovered that the kindergarten entire female organized in the system management and the cultural management has some malpractices, including, widespread existence unreasonable work distribution way, unreasonable personnel arrangement, unfair appraisal and so on. Through the pair process reason's analysis, author discovered that they originate numerously, some are because in the kindergarten management exists the question creates, some are because feminine physiology as well as the psychological characteristic and the society create regarding feminine value approval. The paper based on this proposed some suit the kindergarten entire female to organize the characteristic the management countermeasure, including: First, the implementation flextime system, causes the feminine teacher while to complete the social responsibility also to be able to give dual attention to the family responsibility, solves their dual role conflict; Second, in advertises for in the staff and the post arrangement realizes the age structure rationalization, solves between the kindergarten and the feminine teacher's gestation period by this is contradictory; Third, lets the teacher with the cultural concern's way increase the self-potency feeling.
