Mathematical literacy which is a basic training necessary for modern citizens has been written into the Junior/Senior High School Mathematics Curriculum Standards in our country. Practice has proved that high math test scores does not represent high mathematical literacy and teaching alone cannot improve mathematical literacy. However, high mathematical literacy will make the high math scores become a high probability event. Over the past ten years, the domestic and foreign research literatures on mathematical literacy generally focus on the study of mathematical literacy framework. How do the students get mathematical literacy? How to make the students get mathematical literacy through the form of classroom teaching? What classroom teaching strategies should be taken? The main purpose of this thesis is constructing effective math classroom teaching form which promotes the development of mathematical literacy based on the current achievements in the research.This research mainly uses the literature analytic method, literature analysis and statistical inference method, questionnaire survey method, field survey method, case analysis, interview method, practice and reflection method, theoretical analysis method and mathematical model of argumentation. The conclusions of the study are as follows:(1)Through field survey of junior high school students and senior high school students, get observational access to the data by the method of questionnaire and interview. Through statistical analysis, current situations of mathematics activities in the junior high school and senior high school classroom teaching and students’ mathematic activity experience have been estimated basically.(2) Use RANDOM WALK as a tool to establish a stochastic mathematical model on finite discrete time teaching process which contains inquiry activities. The conclusion is that self.inquiry activities without the guidance of teachers on the development of mathematical literacy are not feasible. Use BROWNIAN MOTION as a tool to establish a stochastic mathematical model by combining teaching processes of students’ Inquiry Activities and teachers’ Mathematics Teaching on continuous teaching period containing inquiry activities. The reasoning is that the educational aims of developing the students’ mathematical literacy and educational function of developing by activities will be achieved.(3)On the basis of a lot of research literatures and the theory of cognitive structure, construct the teaching form of Comprehensive Mathematical Activities consisting of Reading Mathematics, Saying Mathematics, Explaining Mathematics, Practicing Mathematics and Questioning Mathematics guided by educational thought of developing by activities, as well as discuss the logic structure, operating mode and operating strategies of the teaching form. The construction of this comprehensive teaching form is suitable for the students with a certain self learning basis in junior high school, senior high school and universities in low grade mathematics basic course. But for the students of different ages, the specific implementation strategies are different.(4)According to the three.dimensional frame structure of mathematical literacy, using Key Factors of Path Analysis method, study on the educational function of Comprehensive Mathematical Activities through analogy of literature analysis and literature analysis and statistical inference. The conclusion is that the implementation of the teaching form of Five Steps Comprehensive Mathematical Activity can make teachers’ Mathematics Teaching and students’ Mathematics Activities combine organically. It will ensure to improve math achievements and promote the educational aim of the development of mathematical literacy.(5)Choose The Principle Of The Unity Of Opposites in the subject of dialectical philosophy of systematics as axiom, use deductive reasoning method of formal logic, and then get the reasoning that the teaching form of Five Steps Comprehensive Mathematical Activity which consists of five mathematical activities coincided with the construction of Chinese classical philosophy Generation.inhibition In Five Elements. In this way, the teaching form can make the function of mutual promotion and mutual restriction achieve a dynamic balance and then form dynamic and harmonious teaching process of teachers’ mathematics teaching and students’ mathematics activity.(6) In recent three years, some senior teachers have been using the teaching form of Five Steps Comprehensive Mathematical Activity in the experimental process. After repeated practice and reflection, the specific teaching strategies of the teaching form which can be used as a reference have been summed up. For the students in junior high school, senior high school and junior college students, mathematics teaching cases have been designed respectively. Mathematics teachers can reference the cases when they apply the teaching form.Implementing mathematical quality education and promoting students’ mathematical literacy do not have fixed teaching methods or fixed teaching forms. It is the so.called teaching without fixed ways. The classroom teaching forms and methods which benefit students to obtain basic knowledge, basic skills, basic thought and basic activity experience of mathematics, and improve students’ analysis capability, problem solving capability, fault.finding capability and capability of posing questions of mathematics are the teaching forms and methods of implementing mathematical quality education. The teaching form of Five Steps Comprehensive Mathematical Activity is one of them.
