Currently, China’s economy is during the transitional period from “old normal” to “new normal”. In the “old normal” economy, China’s growth model is based on government-led investment and export, while China’s economy is changing to rely on market requirement in the “new normal” economy. In this “new normal” economy, according to the regional industrial structure certainly adjusted, regional structure of talent will produce a corresponding change. For one thing, regional talent structure caused by talent mobility will push the change of regional industrial structure; for another, the adjustment of regional industrial structure will pull the change of regional talent structure. Consequently, the content of this article, which includes the study on the motivation of regional talent mobility, the inquiry on the adaptation between regional talent structure and industrial structure, and the analysis on the knowledge spillover of regional talent flow, has great practical significance on solving the structural shortage and structural surplus of talent contradictions, especially for restructuring regional economy structure and transforming regional economy development mode.The major content of this paper is as follows.On account of explaining the research background and research significance, the first chapter defines the major research objects and research methods and states the research framework, main contents and the main innovative points. Based on the overseas and domestic research theory and research status in talent mobility, human capital and economic growth, the second chapter summarizes the limitation of the existing related studies. In chapter three, the paper sorts out the regional talent mobility modes, and shows every region’s talent actuality in regional distribution. On this basis, the paper estimates the scale and structural characteristic of talent regional mobility, which is the foundation of studying the effect of talent mobility on regional economic growth and the trend of talent flow. In chapter four, the paper constructive a mixed regression model, random effects regression model and fixed effects regression model by using the provincial panel data of four regions to act the empirical research for revealing the factors that influence the regional floe of talent. The fifth chapter establishes the evaluation index of the adaptation between regional structure and regional economic development. According to the evaluation index, the paper empirically studies the adaptation between regional talent structure and regional economic development in four regions. The sixth chapter builds a regional knowledge spillovers model and empirically verifies the correlation among capital element, local human capital element, inflow human capital element, regional knowledge output.In the seventh chapter, in view of the current status of domestic talent flow, the paper puts forward specific suggestions and solutions from the talent flow of current institutional barriers and the market environment. At last, on the basis of the previous studies, the paper summarizes the conclusions, the innovations and shortcomings.
