The importance of knowledge is more evident with the advent of the knowledge economy era and the emergence of the internationalization of higher education. The quantity and quality of human resources and technological innovation capacity of human resources have become key standards to measure core competitiveness and overall national strength of a country or region. The development of higher education has to be coordinated with economics under the background of the internationalization of higher education and economic globalization. "The hebei provincial party committee and provincial government on promoting the opinion of the new type of urbanization" states that Hebei Province will perform the national strategy-- "Jing-Jin-Ji region integrated development" through the construction of Jing-Jin-Ji metropolis. This national strategy calls for the promotion of higher education and Jing-Jin-Ji economic co-coordinated development. However, economic development and higher education of cities in Jing-Jin-Ji areas is extremely uneven at present. It’s very important to analysis the uneven status and identify the factors. We need to go further and propose effective measures.This study uses SPSS21.0 software to carry out empirical research. First of all,evaluation system of higher education and economic development of Jing-Jin-Ji cities from 2008 to 2012 according to the actual situation. Also factors are analyzed and the composite score is calculated. Next, according to the total score the cities rank, whose degree of coordination is analyzed, and thus be divided into four different level. In addition, application the theorem of cluster analysis, the evaluation results are expressed through a radar graph. Eventually, conclusions are drawn from the results described above. Among the construction of Jing-Jin-Ji metropolis, higher education and economic development are positively correlated. Not only they are uncoordinated,but also the trend and the clustering effect are evident. Then recommendations are as follows. Firstly, Jing-Jin-Ji should foster multi growth poles, leading the overall development of the Jing-Jin-Ji. Secondly, the opportunity of megacities function ease should be seized to promote the optimization of the structure of spatial and highereducation. Thirdly, administrative boundaries should be broken. Fourthly,collaborative innovation mechanisms should be establish to achieve high quality balance among higher education and economic development in the cities. Finally,strategy should proceed from local conditions.
