Dynamic matching between upgrading of regional industrial structure and optimization of regional talent structure is the requirements of objective laws. In future practice, the synergy development needs between upgrading of regional industrial structure and optimization of regional talent structure in china will get stronger. But at present, dynamic matching between upgrading of regional industrial structure and optimization of regional talent structure in china is not high. The national long-and-mid-term talent development plan outline for 2010-2020, points out that our talent structure and distribution is not rational. Proposal of the Central Committee of the Communist Party of China on formulating the twelfth five-year plan for national economic and social development, indicates that in the country currently there exists prominent problems such as irrational industrial structure, labor employment total pressure and coexistence of structural contradiction. In view of the above prominent problems, the proposal further points out clearly that, to speed up the resolution of outstanding contradictions and problems, adhere to the strategic adjustment of the economic structure, strengthen the innovative talent team, promote the development transformation mainly relying on scientific and technological progress and improvement of quality of laborers. A country's talent structure optimizing adjustment and upgrading of industrial structure should be specifically fulfilled by various provinces and cities on the regional level. In addition, dynamic matching between upgrading of regional industrial structure and optimization of regional talent structure has been a practical problem that should be urgently solved by various provinces and cities. Therefore, dynamic matching between upgrading of regional industrial structure and optimization of regional talent structure naturally becomes a important project which should not be neglected in the period of the twelfth five-year plan and urgently need to be researched.Synergetics is an emerging comprehensive discipline which studies the evolution rule of synergetic system from disorder to order. This discipline has made new explorations in spatial, temporal and functional coordination of a multiple subsystem and in formation of a macro ordered structure from the multiple subsystem in the form of self-organization. This provides valuable enlightenment for the research theme of this article --- study on dynamic matching of regional talent structure and upgrading of regional industrial structure. Starting out from an analysis of the status quo of practice of regional talent structure program and research of relative theories at home and abroad, this article refers to research methods and idea achievements of synergetics theory, and preliminarily establishes a fundamental framework about the study on dynamic matching of regional talent structure and upgrading of regional industrial structure that is constituted by the following several aspects: analysis of synergetic mechanism, extraction of order parameter, establishment of evaluation index system for evaluation and construction of a synergy implementation mode, etc. Finally, this article makes an empirical study on 30 provinces and cities (except for Tibet) and puts forward corresponding countermeasures and recommendations.In the aspect of analysis of synergetic mechanism, this article analyzes necessity of coupling between the two subsystems of optimization of regional talent structure and upgrading of regional industrial structure, sets up a compound system model coupled by the two subsystems and makes an analysis and elaboration in the mutual mechanism of in-depth coupling of the two subsystems with a synergetic development.In the aspect of extraction of order parameter and establishment of evaluation index system for evaluation, this article confirms the overall train of thought for extraction of the order parameter, namely, to couple and connect the four elements of optimization of regional talent structure and the two orientation dimensions of upgrading of regional industrial structure, to extract a series of order parameters to generate an evaluation index system and to make a specific assessment with the method of effect function.In the aspect of construction of a synergy implementation mode, this article constructs a synergy implementation model by satisfying requirement of characteristics of a generalized model, directing at features of the large system of compound system, realizing intelligentization of the large system and following ideas of hierarchical coordination and control.In the aspect of empirical study, with the sample of 30 provinces and cities (except for Tibet) all over the whole country, this article makes an estimation and prediction on the coordination and matching degree of optimization of regional talent structure and upgrading of regional industrial structure, then accordingly makes an overall analysis and evaluation on the history and development trend of the coordination and matching degree and correspondingly puts forward the overall strategies and specific measures to strengthen the coordination and matching degree. secondly, taking Beijing and Liaoning as representatives, the article analyses and evaluates the synergy implementation management ability and levels; finally,based on above analysis and evaluation, it puts forward strategies and measures of dynamic matching between upgrading of regional industrial structure and optimization of regional talent structure.
