In the end of the20centrury I had come to China from The Republic of Yemen. I hadstudied in Xian Highway Institute (nowadays it is renamed Chang’an University) majoring inautomobile engineering. After I undergraduated, I had come back to my country, worked as abasic assistant engineer. Going through hard working for decade years I had made greatachievements, and I had been appointed head of the Ministry of Communication of TheRepublic of Yemen, since4years ago I work in China as ambassador of the Republic ofYemen..From the practice I had deeply understand:Highway transportation is basic industry ofnational economy and highly developed modern transportation is the important foundation forthe national economic and social development. So one country wants to develop economy, itmust firstly develop communication. Developing transportation must rely on science andtechnology which actually is mastered by human beings. Therefore, the quantity and qualityof talents is the key to social development in the future, because human resources have beenthe most important resource of the human society among all resources.Therefore,when I have got the precious opportunity of assiduously study in Chang’anUniversity for Ph.D, I had resolutely made choice of human resources development and usesin highway communication industry as the major researching area of mine.This thesis chooses human resource as the starting point, deeply researches thedevelopment and uses about talents in the communication industry, and then puts forwardpractical countermeasure in the aspects of talents development and uses according to thecharacteristics of transportation industry.Firstly, this paper reviews relevant research literatures on the basis of presenting theresearch background as well as its significance, then focuses on explaining the developmentof talents development and prediction, at the same time it introduces the construction andcontent.What’s more, this paper studies the basic theories of the development and uses abouttalents. Gaving the definition of talent, this paper analyses the talent with population resourceas well as labour resource. In this chapter the paper brilliantly expounds Pyramid Law, Buckets effect, The Peter Principle, Krishna Harsh Law, Parkinson Law etc. These theorieshave important significance to the research of this paper.Thirdly, the thesis states human resources development environment and function. Talentresource exploitation is the goal of comprehensive construction well-off society of China, isthe need of enhancing talent resource guarantee and intellectual support, is also the need ofadapting to the economic globalization, especially the need of great-leap-forwarddevelopment. The paper analyzes the role of human capital on promoting economydevelopment. Since reforming and opening up, with the rapid development of educationcareer and traffic facilities, human resources development and management is graduallystrengthened, traffic develops talent resource guarantee and intellectual support capability hasbeen hitherto unknown improvement. According to relevant research data, talent resource hasequaled to the levels of developed countries in the1950s and1960s. The human resourcespromote the huge development in the communication industry. Roughly calculated, thecontribution rate of the talent resources to the economic growth in transportation industry isapproximately50%or so.Fourthly, this paper analyzes the present situation about the human resource exploitation.Especially analyzes the transportation construction, maintenance, transportation, developmentof management department. Based on these, the paper explores current situation not only thetalent resource but also the development policy, it also points out main existing problems andweak links in the process of human resources exploitation.At the same time the paper forecasts and analyses the human resource demand. Whencarrying out human exploitation, on the one hand, one must consider the society demandquantity to talented person resource; on the other hand one should consider the demandsituation in different levels. Take highway management bureau as an example, with the rapiddevelopment of highways and the management system reforming, one should implementprediction analysis about human resource gross and structure according to specific situation ofthe specific period and then further optimization the construction through the performanceevaluation and talent cost accounting.Finally, the thesis clarifies talent resources rational development and uses. During theprocesses, one must follow the basic principles and law, as well as handle the relation of each respect. That is to say, the paper firstly refers to the human resources development andmanagement of the basic principles, and then elucidates the basic law, finally discusses howto handle the relations of various aspects.Through the above analysis about the communication industry development situation,talent resource development current situation, environment and function, demand and forecastand so on, the paper expounds the basic principle and law in the aspect of human resourcesdevelopment and uses, refers that one must well handle the relation of each respect, and putsforward specific measures and policies in human resources development, eventually it reachesthe goal of human resources development and the uses.
