Lan Ling Company is an important investment enterprise of Chaoyang Government. It formerly used to be No.1Cement Plant of the city of Chaoyang. Lanling Company moved to a new place and rebuilt itself in2002. Covering an area of160acres, investing RMB190million yuan, its annual production capacity reached1.2million tonnes.Lan Ling Company started to prepare a5000tons per day production line, and began the construction of the building in April2011. The item applied the international advanced production equipment, hired a number of high-tech, high-level managers. With the business growing, human resources become the primary problem now. By its human resources planning studies and solving human resource management problems, Lan Ling effectively ensure the needs of business professionals and management.This paper is guided by the modern human resource planning theory. Firstly, the theories of human resources are discussed, and it determines the human resources planning and implementation. Secondly, it introduces the profile of Lan Ling, analyzes Lan Ling’s current state of the environment. Through the analysis of environmental conditions, and by combining with the company’s future development strategy, clearing the human resource development and formulating the human resources planning, Then it concretes the implementation of the program. In the implementation process, it further improves the planning content. Finally, it concluded.Through the study of human resource planning, it provides a scientific method for Human Resource Management, and ensures the firm’s strategic development. It is hoped that the study of human resources planning can improve human resources management, and can lay the foundation for enterprise development.
