From general perspective, the informed research more on regulation than the coordination between government regulation and market mechanism based on the document literature. Specific to the industry the informed research more on electricity and telecommunications, less on toll road industry. So, toll road industry lack the necessary theoretical support and practical guidance, this problem has become a theoretical and practical problems eager to solve. Based on this, this dissertation study a phased mechanism of coordination and boundary to design the basic relations between government regulation and market mechanism, distinguish between natural monopoly and competitive business area and select the main mechanism. On the level of theory, it has great significance to structure and enrich rational relationship between government and market, to boost rational division of government and market and to offset theory vacancy. In the research methods, this dissertation adopts literature research, historical analysis, method of comparative analysis, normative analysis and empirical analysis studied, backed by mathematical derivation, model analysis and diagrammatic method. Mainly stress the principle of combination of rational analysis and empirical research, combination of analysis of historical research and reality and combination of general research and industry research.At first, based on the basic concept, this dissertation describe the realities of the government regulation and market mechanism in toll road area through four aspect---toll road industry, government exogenous regulation of the toll road industry, government endogenous regulation of the toll road industry and market mechanism of the toll road industry.Secondly, this dissertation evaluates the status quo according to the above order. This part evaluates toll road policy from the policy’s role and purpose, analyzes the exogenous regulation of toll road from two dialectical dimensions of "absence" and "offside", analyzes the endogenous regulation of toll road from three dimensions---"acts of endogenous regulation","business activity" and "regulatory effect" and evaluates the status of market mechanisms of toll road from the "law of contradictions and conflicts","market mechanisms of the main internal and external environment" and "the result". Based on those evaluates and analyzes, this dissertation demonstrates the root of many problems caused by---lack of coordination of government regulation and market mechanism from history, reality, theory and practice aspect. And then, this part leads to four-phase research on coordination and boundary of government regulation and market mechanisms.Thirdly, this dissertation designed coordination relation and border of government regulation and market mechanism through determining the basic coordination, designing the field boundaries, selecting mechanism and dynamic adjustment that four stages of analysis. In the first stage, this part takes "alternative" and "complementary" controversy, aroused from evolution of home and abroad theory and practice, as key point and uses Demand Crossover Price Elasticity as discrimination criteria arrive at a conclusion that government regulation and market mechanism is complementary relationship in competitive business areas, and alternative relation in natural monopoly business areas. In the second stage, at first, this part takes a brief analysis of distinction method. And then, this part joined a factor that existing state whether cause by administrative monopoly to amend Five Force Model according to the reality and take aircraft industry for actual validation. Finally, this part use the judgment standard which after amended to determine the natural monopoly business and the competitive business of toll road industry. In the third stage, this part discussed three interrelated and layered in-depth layers of content---"structuring mother mechanism","designing the son mechanism" and "constructing son mechanism’s judgment criteria and boundary". In the forth stage, this part analyzed and explained four layered deep questions that "the influence factors of the government regulation and market mechanism based on special times"," the influence factors of the government regulation and market mechanism based on changing of the time","dynamic analysis and explanation of toll road business area " and " dynamic analysis and explanation of mechanism choice’...
