With the rapid development of China's economy in recent years, demands of economic links among all parts of a country are also strengthen. In order to meet the economic development and people's daily needs, the state has strengthened construction of transport infrastructure, especially to highway's construction investments. However, the road construction needs huge investments, and the Government can not meet the building needs, therefore, it's need to raise construction and maintenance funds by the way of charge tolls to road, and the road charging system formed. Toll road is a natural monopoly industry with Economies scale and quasi-public nature and the toll road enterprises have the chance to make high price to road users. In order to protect road users' benefits,the Government has the responsibility to control price of toll road. To develop a scientific and reasonable price control model is a effective way to help the Government to increase their controlling level on toll road price.Thesis first describes the price control situation at home and abroad, and, analyzes the problem about today's price controlling system of toll road. And compare seven control method existed now, like cost-plus method, differential benefit method, Analogy method, Two-shift method, Congestion Pricing method. Research shows that although these methods have their own advantages, but there is a common problem, witch can not prompt companies to reduce costs and have stimulate conscious. To overcome such limitations, this paper further discusses the U.S. investment rate and the UK price-cap regulation model. Through comparative analysis, found that although price-cap model has a certain cost binding, but can not guarantee the quality of service roads, and can not meet the principle of fairness, cost-binding and Profitability. Then under the premise of following the toll road price controlling principles, the article improved the Price-cap regulation model combined other price control method's advantage, and give the improved model with the function that can reduce the enterprise's cost, improve the service quality of toll road and also can get reasonable profit which other control method can not meet. The model is more operational that The parameters of the model were described to determine.Finally thesis put forward several policy recommendations from the view of control system and the laws.
