Personnel selection which determines the input quality of personnel is one of the most important processes of human resources management. Personnel selection is a procedure of identifying, weighting, and evaluating the candidates against job requirements. If hiring the wrong person, it is very difficult to rectify the consequences. In order to select the right personnel, developing effective selecting techniques is quite crucial.Most of the contributors apply the analytic hierarchy process (AHP) for personnel selecting. AHP proposed by Saaty in the 1970’s is designed to structure a decision process in a scenario affected by independent factors. In other words, AHP assumes that factors in the hierarchy are independent. In reality, we find that selecting criteria may be interrelated. Analytic network process (ANP) which captures the interdependence is also applied to select sales representatives for systematical office furniture industry.Moreover, based on previous literatures, we find that organizational citizenship behaviors (OCBs) are beneficial to the organizations. As the result, we add the concept of OCB to select optimal sales representatives for systematical office furniture industry.In the beginning, by the concept of OCB and literatures about personnel selection, we collect criteria for selecting sales representatives for systematical office furniture industry. Then, questionnaires based on Likert 7 point scale are sent to executives from Taiwan and China to obtain their opinions about the importance of criteria. According to literatures and interviewing senior managers, top 12 criteria are divided into 3 perspectives to construct the hierarchy. We combine the hierarchy with AHP and ANP to select sales representatives for systematical office furniture industry. On the basis of 2 case companies in Taiwan and China, we find that the hierarchy including OCB perspective with ANP can select the most optimal sales representatives for systematical office furniture industry.
