Low carbon economy, as a new scheme of development for human society in tackling with the climate change and ensuring the security of energy, attracts increasing attention across countries. China is a highly developing economy with the GDP ranking at the second place in the world after passing beyond Japan. However, in the meanwhile, due to its most discharge amount of carbon dioxide in the world after exceeding the US, China gradually becomes the world’s focus even attracts some criticism as it gains increasing international competitive power and influence. Currently, the average income per person is4000US dollars in China, which still ranks at middle and lower level and only accounts for one tenth of that in Japan. Therefore, in the background of constant economic development, with the main tasks that achieving industrialization, promoting urbanization and reducing poverty, the economic transition will need at least10years to be done, which poses a problem that whether the environment and energy can meet the demand of economic growth. With this consideration, energy-saving and emission-reduction is a compulsory strategy which is not only the result of the international pressure but also the need for further development. Hence, investigating the development of low carbon economy from the aspect of self-organization innovation is not only the mandate in coping with the growing environmental stress and improving the ability of dealing with the environment change for China in the context of economic globalization, but has significant theoretical value and realistic instruction meaning for extending theoretical innovation of low carbon economy, seeking for appropriate way for China and providing the theoretical support for macroeconomic decision-maker in terms of setting policies of low carbon economy.The paper firstly expounds the background and the meaning of the research and introduces the progress and the achievement of the research for low carbon economy both domestically and abroad. It deems that innovation is the core factor that has an influence on self-organization evolution of low carbon economy system, and points out the problems for self-organization innovation of low carbon economy system in both theoretical and empirical sphere concentrate on its multiple structures, the cooperative and coupling operational mechanism among different elements and security mechanism and assessment system for the implementation of innovation. On the basis of the above analysis, in combination with the characteristics of research objects, the research phase and the compatibility of research methods, the author has built the research train of thought and the content for the dissertation and selected a variety of research methods such as standardization research, explanation, description, statistic analysis and empirical study in the light of the diverse research contents and phases. The synthesis of the low carbon theory, the advanced theory of evolutionary economics, the theory for self-organization innovation and scientific thought of development with its methodology provide the theoretical support for the research and the further direction of innovation. Based on the theories, the author has applied principal components analysis to assess the development level of self-organization of low carbon economy system during the period of ’11th Five-Year" in China, and collected the major factors that impact self-organization innovation of low carbon economy system through using believable questionnaire. Also, empirical test has been conducted by adopting structural equation model, which works out some results as the numerical evidence for the subsequent researches such as the achievement of self-organization innovation and the design for the mechanism of security regime. On this basis, the author has analyzed the environmental factors of self-organization innovation for low carbon economy system, then conducted empirical analysis via applying entropy method to obtain the entropy weight and entropy power of each relevant factors and established the target, guiding theory and principle for self-organization innovation under low carbon economy system according to the results of EKC test. Meanwhile, with the technology innovation as the driving force, the author has considered the demand of relevant interest principal and analyzed the operational mechanism for the achievement of innovation from the aspects of resource allocation, hierarchical structure and regime for security. Finally, the author has designed the security mechanism for self-organization innovation under low carbon economy system from two facets in terms of the regulation and control. The main innovation for the dissertation can be seen in the following aspects:Firstly, the paper achieves the essential property analysis of self-organization under low carbon economy system based on self-organization innovation. Through identifying the characteristics that being far-from-equilibrium, open and non-linear of the dissipative structure under low carbon economy system and analyzing the entropy and entropy flow of low carbon economy system, it indicates there are three ordered parameters which are policy stimulation, technology innovation and environment management jointly determining the evolution direction of self-organization under low carbon economy with the maximum relaxation coefficient in terms of the ordered parameter for technology innovation. It is a theoretical innovation to research low carbon economy system by applying self-organization theory, which cannot be found in previous literatures;Secondly, the paper brings the structural design, the element identification, the factor analysis, the assessment for environment level and the efficiency security into integrated research framework regard to the achievement for self-organization innovation under low carbon economy system, with which it systematically investigates the topic for the implementation and security of self-organization innovation under low carbon economy system. These are the innovations in the aspects of both the research idea and the research method;Thirdly, the paper applies the empirical research method through collecting the period from2006to2008as sampling window and selecting the evaluating indicator panel data for the sustainable development from16typical provinces or cities in China, thereby assessing the domestic level of self-organization under low carbon system and providing the references for reviewing the developing level of low carbon economy and optimizing government decision in China;Fourthly, on the basis of the low carbon theory, the advanced theory of evolutionary economics, the theory for self-organization innovation and scientific thought of development with its methodology, etc. the paper thoroughly considers the factors that pose influence on the process of system evolution. Besides, based on target orientation, it builds the operational framework for self-organization innovation under low carbon economy system and the security mechanism for the implementation of innovation, which provide relatively strong reference value for making decision by macro policy-maker and setting relevant statute in China.
