The frequency of extreme weather conditions caused by warming presents a great challenge on the ecological environment and human survival. Global warming is increasingly becoming a common concern issue of all peoples and governments. Low-carbon economy has become an inevitable choice for the economic development. In recent years, as the economy continues to develop, China shows a rising trend of its carbon dioxide emissions, and gradually into major nations of the carbon dioxide emissions. As a large developing country, although China has less per capita carbon dioxide emissions, but the total has ranked first in the world by surpassed the United States. The international community has been increasing calls for demanded that China take the initiative to lower carbon dioxide emissions, and China has also made a clear emission reduction targets by 2020.Low-carbon economy’s development in China, is the inevitable choice to deal with global climate change, and also is the strategic choice to seek the new economic growth point and transformation of economic development. A low carbon economy emphasis on "low energy consumption, low pollution and low emission", which give a big challenge to China’s industrial structure and mineral resources reserves structure of "rich coal, less gas, lack of oil". The core of the development of low-carbon economy in China is the development of renewable energy and clean energy, and the change of the coal-based production and consumption.This paper first describes the significant impact of global climate on the natural environment and on human society, this leads to the high degree of attention of the international community for carbon dioxide emissions and low carbon development, then analysis of the consensus and controversy exists on the issue of carbon emission reduction among developed and developing countries, and our government’s positive efforts on low-carbon economic development. Focus on the study on the factors that impact on China’s carbon emissions, hypothesized that the main factors of our carbon dioxide emissions per unit of output include: level of economic development technological level、energy efficiency、population and industrial structure. In this study, the writer use the CO2 emissions per unit of output as a measure of development indicators of low-carbon economic, and select government regulation and international trade division of labor as the control variables. Then it confirmed the above assumptions by empirical analysis. Enrich the findings in this area. Finally, propose the policy recommendations of the development of low-carbon economy in China.
