With the development of knowledge economy, innovative high-tech SMEs with highgrowth play an increasingly important strategic role in improving the country’s technologicallevel and innovation capability. How the high-tech SMEs seek long-term survival anddevelopment in the dynamic environment of intense competition, and seek for the effectivestrategic planning suitable for its size and characteristics is an important research topic in thetheoretical and practical extent.This paper puts forward to a strategic planning method for high-tech SMEs based onT-plan technology roadmap combining with the other tools. T-plan technology roadmapprocess shows strategic planning process. T-plan technology roadmap shows the strategicplanning results and make progress with the corresponding empirical research.This paper describes expounds the contents and characters of high-tech SMEs, andintroduces the two pattens of T-plan technology roadmap. T-plan technology roadmap andstrategic planning process of high-tech SMEs have a lot in commom. The paper discusses theeffect T-plan technology roadmap takes for high-tech SMEs’ strategic planning.This paper designs a environmental analyse model which integrates T-plan technologyroadmap with STEEPI, five competitive forces model, SWOT analysis and SRI scenarioplanning. And analyses the dynamic and uncertain environment of, plan the scenario ofhigh-tech SMEs in five years,make the roadmap of environment analysis.This paper analyzes the effects of vision and mission on objectives of high-tech SMEs,builds the model of the high-tech SMEs strategic objectives making based on the fuzzyanalytic hierarchy and T-plan technology roadmap,and designs the objectives and criteriaselecting process, the way of index measuring,designs the strategic objectives system. Finally,make the roadmap of strategic objectives.This paper describes the effects of T-plan technology roadmap on productinnovation,constructs high-tech SMEs’ product portfoil evaluation model and analyzescomprehensively the product portfolio among maximzing the value of product portfolio andbalancing of the innovative product portfolio.Maximzing the value of product combination ismainly through the establishment of the scoring model method to evaluate,the balance of theproduct portfolio is mainly analyzed by making use of the combination of balance risk andreturn bubble graph method.Thus this paper selects the product portfolio to meet the high-techSME’s objective and consistence with the resource constraints,and develops product strategy.This paper designs high-tech SME technology strategy formulation model based onT-plan technology roadmap and the fuzzy analytic hierarchy process. Internal and externalexperts get access to the analytic hierarchy process. Internal experts identify technology areas to meet the strategic needs of the enterprise products through symposium. The externalexperts predict the technology of corresponding areas through delphi,and internal expertsdetermine the most important criteria and technical factors through symposium.thendetermines technology strategy according to evaluation of alternative technologies which arepredicted by the external experts.Taking the national high-tech enterprises Xingjian robot company as empirical researchobject, through a lot of investigation and expert surveys, this paper presents an empiricalstudy on the strategic planning method of high-tech SME based on T-plan technologyroadmap, which proves the study has theoretical depth and operability.
