With the start of global low carbon economy development, for we are a developing country, the emissions of greenhouse gases pressure, the shortage of natural resources, and environmental problems such as the destruction of the ecological environment gradually increase, economic development and social security of the pressure is also gradually deepened, transition to a low-carbon economy development mode, to achieve "low carbon" and "development" in parallel is not only necessary, but is urgent. At present, the low carbon industrial revolution may rise is still in its infancy, some occupy absolute dominant position in the traditional industry of western developed countries still has not formed low carbon competitiveness, this undoubtedly for our country in the field of low carbon industry to realize the leapfrog development of technology and industry provides opportunity, also to our country manufacturing industry through low carbon breakthrough innovation achieve the national strategy of manufacturing power, provides an important opportunity for energy climate problem.In terms of the above background, this paper is based on the technology roadmap method research strategic planning problems of manufacturing low carbon radical innovation in China. By combing the existing low carbon breakthrough innovation, strategic planning related concepts and contents of low carbon breakthrough innovation strategy of manufacturing systematic analysis; Together with the present situation of manufacturing low carbon breakthrough innovation life cycle analysis and strategy evolution setting, paint manufacturing low carbon technology roadmap route breakthrough innovation, formed based on the technology roadmap of manufacturing low carbon breakthrough innovation strategy planning research framework; Analysis of manufacturing low carbon breakthrough innovation environment and the status quo, making strategy of manufacturing low carbon innovation breakthrough goal, and then design the concrete scheme of manufacturing low carbon breakthrough innovation strategy planning; Based on the technology roadmap of manufacturing low carbon breakthrough innovation strategy planning and evaluation, put forward to promote China’s low carbon manufacturing strategic breakthrough smooth implementation countermeasures and suggestions.
