Employment is the people’s livelihood, the plan that brings a country, the basis of social harmony. The public employment service, promote equal employment, full employment is an important responsibility of the government. Long-term since, because suffer urban and rural economic structure of two yuan and the labor employment system influence, China’s public employment service resources not only in short supply, and between urban and rural areas, between regions and between different groups of distribution is extremely uneven, severely restricted our country obtain employment in urban and rural areas, the coordinated development of regional economy. Therefore, in the employment contradiction is highlighted increasingly in the background, from the union of theory and practice, to explore a suitable for the national conditions of our country’s public employment service equalization way has very important theoretical and practical significance.This study with laborer equal enjoyment of public employment service as the goal, from macro to micro, combining theoretical analysis and empirical research methods, focuses on the analysis of China’s public employment service equalization problems and causes, and from developed countries in the development of public employment service on the basis of practical experience, with "fair justice, scientific development" as the guiding ideology, to our country implementation public employment service equalization thinking, principle and system construction for the overall conception.The content of this paper mainly includes three parts, six chapters.The first part, on the theoretical basis of (introduction, second chapters). This part is the full text of the basic research section. Firstly, on the analysis of China’s economic and social background and the domestic and foreign research present situation in the foundation, proposes the research subject of this article, and the research objectives, technical route and research method of overall conception. Secondly, summarizes the present research the theory, such as the justice theory, public goods theory, new public service theory, governance and good governance theory, scientific outlook on development, its core ideas of value and philosophy were summarized and refining formed the theoretical basis of this study and the guiding ideology, to solve practical problems provides the basic principle and the value principle. In third, the basic public service, equalization, public employment services, public employment service equalization of the connotation and extension of the concept on the basis of the definition, proposed the public employment service equalization target levels and content system. Fourth, in the analysis of public employment service equalization based on the factors that influence the construction of the public employment service, equalization of the realizing mechanism. Finally, on the public employment service equalization research perspective and based on the method of evaluation, set up the public employment service equalization evaluation index, for public employment service equalization current situation analysis and the analysis of restrict factors provide the evaluation standard and method guidance.The second part, the status quo and analysis of the causes of the problems (Chapter third, chapter fourth). The concrete can be divided into three steps, namely, perfect system, improve the level of urban and rural docking.
