The Current Situation And Countermeasures Of Labor Employment From The Perspective Of Equalization Of Public Employment

Employment is not only a simple economic issue,but it is also an important part of basic public services."Labor and employment gain" is one of the "Seven Major Livelihoods" projects.It is one of the important contents of government public management to improve the employment level and quality of the labor force through the equal employment strategy of public employment service.At present,the contradiction of"imbalance and inadequate" in the system of equalization of public employment services is still obvious:the government's financial input is not equal,the resources between different regions are unbalanced,and the public employment service system is imperfect.Based on the new public service theory as the basic analysis framework,put forward the equalization of public employment service of "five dimensions" analysis index:labor return,ability and training,labor rights,social security,working environment and health.At the same time,based on " Dynamic survey of China's labor force " data base(Social Science Research center of Zhongshan University,referred to as CLDS)of Zhejiang Province,this paper analyzes he present situation,problems and causes of labor force employment in Zhejiang Province,discusses the effect of early policy tools and the new policy demand for the future,and analyzes the current situation of labor force in Zhejiang province.And further put forward the corresponding policy suggestions to improve the equalization path of public employment service.According to the empirical data,it is found that the employment gap between urban and rural areas is obvious,and the urban-rural income gap is relatively large,especially in the social security which treated as " hidden income".Except medical insurance,participation rate of five social insurances and housing fund is generally low and the gap between urban and rural areas is large.Second,the overall basic ability of the labor force in Zhejiang is relatively high,but the professional skills are general and the training opportunities are scarce,and the employment channels are not smooth enough.Third,the general level of labor rights and social security in Zhejiang province is general,and the employment environment and physical and mental health of the labor force are easily neglected.In order to solve the above three major dilemmas,we have the following measures:First,speed up the reform of household registration system and reduce the shielding of the factors of"first causing”.The existing household registration system indirectly affect the level of equal employment,and more and more resource are bounded and continuous curing,key reform of the household registration system is not change the name of "Registered residence" but supporting social welfare and services.Second,in terms of employment assistance,the government should speed up the construction of information technology,and achieve two-way positive interaction between the labor force and employers.The government should pay attention to job skills training,improve employment opportunities;More attention should be paid to increase the employment information platform,breaking the employment information acquisition of"technical barriers",realize the optimal allocation of labor resources.Third,in terms of social security,to achieve full coverage to protect the legitimate rights and interests of workers.Under the strategy of equalization of public employment services,the government should encourage the units and enterprises to carry out diversified activities to fully meet the labor demand while carrying out all kinds of labor security funds in the form of material.
