| With the rapid changes of society and the continuous rapid economic growth,scientific and technical innovation has become an important driving force foreconomic development and social progress. For the region, the enhancement of theability and level of scientific and technological innovation will help to promotetransformation of the regional economic development mode and improve regionaleconomic growth rate. Through continuously contributed to the development ofregional clusters, scientific and technological innovation could enhance the wholeintra-regional enterprises technological innovation capacity, accelerate the rate oftechnology diffusion, form the regional economic benefits of scale and enhance theoverall strength of the regional economy. Investment in science and technology is thematerial basis of scientific and technological innovation activity, the investment inscience and technology sustains economic growing by acting on the scientific andtechnological innovation. Only by paying attention of investment in science andtechnology, increase the ratio of investment in science and technology to GDP,scientific and technological innovation and economic development would bepromoting positively.The research of interaction mechanism and relationship between investment inscience and technology, technological innovation and regional economic would makethe better regional development policy be formulated and the regional corecompetitiveness should be promoted. The positive interaction between science andtechnology investment, technological innovation and regional economic developmentand maximum increase the effect of investment in science and technology, scienceand technology innovation will bring the great improvement of regional economic.Therefore, investment in science and technology, technological innovation andregional economic interaction mode and effect relationship need further study.The research content and conclusions of this paper include the following aspects:I. The theory of investment in science and technology, science and technologyinnovation and regional economic literature has been investigated from domestic andforeign literature. Further more, the problems have been found out which should be further analyzed. Then, the theoretical foundation and empirical research methods ofthis paper has been defined, and overall research ideas has been proposed.II. The acting mechanism of the investment in science and technology, thetechnological innovation and regional economic is analyzed, and regional economicdissipative structure input entropy is discussed from the perspective of scientific andtechnological input. It shows that there is causal relationship between investment inscience and technology, technological innovation and regional economic, whichmeans that investment in science and technology will support the scientific and thetechnological innovation, scientific and technological innovation will boost theinvestment in science and technology, technological innovation will support theregional economy, regional economy will drive the science and technologyinnovation, investment in science and technology will push the regional economy andregional economic will promote investment in science and technology.III.Using the Factor analysis and Cluster analysis, this paper studies thecorrelation between the regional economic, technological innovation and investmentin science and technology, and the results show that these three have high correlationas there is the best correlation between the investment in science and technology andscience and technology innovation. The cluster analysis shows that this correlation isnot the same in different regions of China. In the most of regional, the scientific andscience and technology innovation play a stronger role in the regional economy.IV. Using the Panel data regression model and Granger causality test, the actionmode and the causal relationship are further analysed between the investment inscience and technology, technological innovation and regional economic of thenational and the regional. It turned out that:i. National data. The role of scientific and technological innovation for theregional economic will be more obvious compared to the role in promotinginvestment in science and technology. Scientific and technological innovation doesGranger cause the investment in science and technology, investment in science andtechnology does not Granger cause science and technology innovation; economiclevel does Granger cause scientific and technological innovation, scientific andtechnological innovation does not Granger cause regional economic; economic level dose Granger cause the investment in science and technology, investment in scienceand technology does not Granger cause regional economic.ii. First part of the region data. The role of investment in science and technologyfor the regional economic will be more obvious compared to the role in scientific andtechnological innovation. Regional science and technology investment and thescientific and technological innovation are Granger cause each other; scientific andtechnological innovation does Granger cause regional economic; regional economicdoes not Granger cause scientific and technological innovation; investment in scienceand technology does not Granger cause regional economic; regional economic doesGranger cause investment in science and technology.iii. Second part of the region data. The role of scientific and technologicalinnovation for the regional economic will be more obvious compared to the role ininvestment in science and technology. Regional science and technology investmentand the regional economic are Granger cause each other; investment in science andtechnology does not Granger cause science and technology innovation, scientific andtechnological innovation does Granger cause the investment in science andtechnology; regional economic does Granger cause scientific and technologicalinnovation, scientific and technological innovation does not Granger cause regionaleconomic.iv. Third part of the region date. The role of scientific and technologicalinnovation for the regional economic will be more obvious compared to the role ininvestment in science and technology. Scientific and technological innovation doesnot Granger cause the investment in science and technology, investment in scienceand technology does Granger cause science and technology innovation. There doesGranger cause neither between investment in science and technology and regionaleconomic, nor between innovation and the regional economic.V. According to the above analysis and empirical results, countermeasures areproposed as following aspects: First, investment in science and technology supportsscientific and technological innovation, to continue increase the investment in scienceand technology, to optimize the efficiency of investment in science and technologytransforming into scientific and technological innovation, to guide direction of investment in science and technology, to regulate management model of investmentin science and technology and develop a reasonable investment in science andtechnology policy guarantee; Secondly, to support the scientific and technologicalinnovation and regional economic development, we should further adjust industrialstructure, improve the capacity of commercialization the scientific and technologicalachievements and pay attention to adjust the organization of science and technologyplan; Thirdly, as the investment in science and technology in promoting economicgrowth and economic growth in promotion of investment in science and technology,base on the guarantee of stable and rapid economic growth, we should establishlong-term mechanism for investment in science and technology and technologicalinnovation, focuse on the protection of the technology factor in economic growth, Inthis way, regional economic development will be promoted. |
