| It is a vital stage to make reforms on hydraulic development model, promote the construction of water resources conservation-minded society and meet the demands of advancement of economics and society on water in the eleventh five-year plan period. The development of hydraulic career largely depends on the innovation of technology and workers with high quality. The input on science and technology is a necessary requirement and the perfection of systems is a powerful insurance. The main theme of this paper is to solve the insufficiency of investment on hydraulic science and technology through stimulating investment policy and regulation by government.At first, this paper makes a general review on popular ideas of investment, transfer of systems and the interactive role between the advancement of technology and economic growth. Secondly, it makes an analysis on the relationship between technological innovation and investment, then the discourse discusses the active role of reform on the system of hydraulic industry and forecasts the speed request of national economic development on science and technology. Thirdly, it makes an experimental research on the investment of science and technology on water resources. Based on some related data, the discourse also probes the internal relationship between the output of water resources and improvement hydraulic technology. Last but not least, the discourse proposes some purposeful and useful suggestions through the theory analysis of hydraulic investment on science and technology. |
