For a long period, our study on the large and medium-sized cities has formed a comprehensive and in-depth system, meanwhile the study on the small cities is relatively weak. After30years of high speed development in the new period, the development of cities will rise to a more important position in the social-economic development, especially in dealing with all sorts of difficulties and problems in the post-financial-crisis era, our country should expand domestic demand to drive the national economic growth and development. The expansion of domestic demand, mainly comes from the development of cities. Viewing from the reality of urban development, the development of large and medium-sized cities have reached a relatively stable stage, while the development of small cities is still in the primary stage. Small cities urgently demand a high-speed and high-quality development period. So, after the systematic discussion.this paper will help us make clear the content of small cities, enhance our scientific understanding of small cites, and show the great importance to the next stage development of our small cities.The research about the development of the small cities need a comprehensive solid foundation.
